Raise prominence of art and NEA

Q: Most politicians either ignore or attack funding for the arts.

A: I believe that the arts are very important to the future of our America,. A country has a soul, and we have to continually find and examine our own. Arts help us do this. .So I believe in restoring funding for the National Endowment for the Arts. I haven’t fixed any given level, except that I want to raise the prominence of the arts in our daily lives, and I want to reopen the idea of giving grants to individuals.

National Civil Reserve Corps-beyond AmeriCorps & Peace Corps

I have introduced a new concept of public service. to go beyond AmeriCorps and the Peace Corps. The National Civil Reserve Corps would enable Americans of all ages to volunteer for service in a variety of endeavors inside the US and abroad for periods up to six months. The programs would ask volunteers to register their interests and skills, and then would inform them of the opportunities available, so that they could pick and choose those of most interest to them.

Balance government & market; balance state & federal

To [achieve my 100-year vision] we will have to get the resources and responsibilities right. In the first place, this means allocating responsibilities properly between public and private entities. Neither government nor “the market” are universal tools - each must be used appropriately, whether the issues be in security, education, health or retirement. Then we must reexamine private versus public revenues and expenditures. We need to return to the aims of the 1990’s when we sought to balance our federal budget and reduce the long term public debt. Finally, it means properly allocating public responsibilities to regulate, outsource, or operate. This means retaining government regulation where necessary to meet public needs, and balancing the federal government’s strengths of standardization and progressive financing with greater insights into the particular needs and challenges that State and local authorities bring.

Ensure government culture of transparency & accountability

The Clark administration will institute a culture of transparency and accountability, in which we set the world standard for good government. As new areas of concern arise - in the areas of intellectual property, bioethics, and other civil areas - we will assure continued access to the courts, as well as to the other branches of government, and a vibrant competitive media that informs our people and enables their effective participation in civic life.
