Flat tax burdens lower-income people

There has been a long standing question as to whether a flat tax would be a relief on the public or a further burden. The reason a Flat Tax has not been embraced is due to the overwhelming burden it places on lower income people. The math just doesn't add up. All that a flat tax would do is decrease the tax burden on the ultra rich, and place it on those who are working a 9-to-5 job.
