To rise to and maintain political power, Milosevic has unleashed and manipulated a virulent nationalism that requires constant conflict to distract the Serbian population from the miseries at home. This is the fourth war that Milosevic has launched since
1991. If he remains in power, with his military preserved, it will not be the last. We need to put his military out of commission so that it can not commit ethnic cleansing or destabilize the region.

US should not police the world; but should police Europe
Even as the world’s only superpower, we have limited foreign policy resources. The US never was, never could be, never should be, the policeman of the world, despite our natural solidarity with the oppressed everywhere. [Regarding Kosovo], the stability
of Europe is in the vital national interests of the US. We fought two wars in the past century in Europe and a global cold war that had Europe as its primary field of engagement. Our security and commercial ties to Europe require a stable continent.

The ethnic cleansing of Kosovo led to massive population movements into Macedonia and Albania. The destabilization of these countries would spread the conflict into the region. These attacks by Milosevic are part of a pattern. All of his contiguous
neighbors, as well as Montenegro, fear that he will next turn his violence toward them. Europe is important to the US politically and economically. We need stability in this region, and we will never have it unless the Milosevic regime is neutralized.
