2001 Governor's State of the State speeches: on Drugs

Frank Keating: Supports community sentencing in drug courts

This budget provides for increasing the use of community sentencing in drug courts to assure that costly prison cells are used for the most dangerous and violent offenders. We are admitting to our system non-violent, non-chronic drug offenders who need to be in community sentencing, where they are punished at the community level inexpensively. We should not use scarce tax dollars for that purpose. First time drug offenders need to be clean and sober and community sentencing is the means.

Bob Taft: Enact more laws to fight methamphetamines

A danger is menacing our children. Whatever you call it - meth, ice, or crank - methamphetamines have many street names but a single result - lives destroyed. Law enforcement officials are seizing record amounts of meth, and seeing an alarming surge in the number of labs that produce it. So today, I ask you to join me in enacting laws to fight this illicit drug and to attack these toxic labs. We will not allow this drug to destroy more lives in Ohio!

Benjamin Cayetano: Philosophy shift to treatment instead of punishment

The federal, state and county governments have waged a “war against drugs,” relying mainly on law enforcement and punishment to deter illegal drug use. [California & Arizona instead] declared drug abuse a health problem. It’s time for a shift in philosophy here in Hawaii. Therefore, I will submit legislation that will mandate treatment instead of punishment for non-violent, first-time offenders. [Let’s] establish “best practices” regulations to assure high quality, effective treatment programs.

Mike Leavitt: Drug Courts are working; expand them statewide

One of the most sinister destroyers of families and communities is drugs. Drug courts are a heartening sign that we can turn back the ravages of this sinister trend. It used to be that offenders were sentenced to hard time. Now, those who go to drug courts are sentenced to change their lives. And the good news is, it is working. Of those who complete Drug Court, 92% are rehabilitated. We need to expand drug courts statewide.

Jim Geringer: Supports drug courts & breaking the drug cycle

I support legislation to expand drug courts. We must keep our Methamphetamine Initiative energized! We need to drive science-based programs through the use of our new statistical analysis center within the University. We must reach out to more people, across Wyoming, to break this vicious cycle - a cycle, that fills and refills our prisons, jeopardizes our people and breaks so many parents hearts. Prevention, early intervention, treatment, control, follow-up, BREAKING THE CYCLE.

Jim Gilmore: Illegal drugs are not an acceptable part of our society

We have worked to enhance our earlier public safety reforms with Virginia Exile and SABRE, the Substance Abuse Reduction Effort. Both programs are already breaking the link between drugs, illegal guns and violent crime.

In its first six months, the new State Police division created as part of SABRE has made or helped make nearly 500 arrests and seize hundreds of pounds of illegal drugs. We have sent a clear message across the Commonwealth: illegal drugs are not an acceptable part of our society.

Mike Huckabee: Treatment for drug use instead of incarceration

We’ll ask for drug courts to be expanded because it makes more sense to treat people with a drug problem rather than simply incarcerating them and putting them in a place where their problems are not dealt with. That’s one of our initiatives.

Dirk Kempthorne: Target meth with more manpower

We are continuing to fight the increase in the manufacture, trafficking, and use of one of the most devastating drugs we’ve ever faced - methamphetamine. This past year, we shut down 176 meth labs across the state. Our continued success is due to community outreach, public education, and greater collaboration between federal, state, and local law enforcement. I propose that we increase the manpower in our state police this year to further our fight.
