Frank Keating: Reform worker’s comp: administrative instead of court-based

We need real workers’ compensation reform now. The system is clearly broken. We’re among the five most costly systems in the nation, yet we were forty-eighth in benefits paid to injured workers. This is nothing less than an added tax on business. It costs us jobs and growth.

Previous reforms have helped, but now is the time for the next step in real reform. Replace the costly and anachronistic court system with a speedy, fair administrative system, as is the case in forty-seven other states.

Bob Holden: Invest in life sciences to apply farm products

I want to link the scientist with the farmer through our Department of Agriculture. Life science possibilities can provide new opportunities for our next generation of family farmers. Our potential for new foods and new uses for food products are endless through life science research. At the same time, the life sciences will strengthen our economy through the high wage jobs and industry growth they create. The return on our investment in life science health research is more than 15 to 1.

Judy Martz: Invest in Agricultural Product Promotion

For our number one industry, agriculture, I will be a true champion for better markets and more opportunities.If we want better markets for our producers and their quality commodities, we must aggressively seek new opportunities. In 2000, we invested in Agricultural Product Promotion. This investment will increase domestic and international Department of Agriculture-assisted product sales by 100% each year.

This investment will increase by 20 each year the number of food processing companies that participate in “Montana Growth Through Agriculture”-sponsored domestic and foreign trade missions. It will form an electronic clearinghouse of niche marketing ideas and trends. It will assist 15 Montana agri-businesses each year in the development of marketing plans that accurately reflect consumer trends in the marketplace. It will provide for educational functions and informal services to inform Montanans regarding agriculture’s role in the environment and in the state’s economy.

Angus King: Worker training for transition from loom to mouse

If we’re going to prepare our people for this century, we’ve got to establish a path for our existing workers to upgrade their skills-or develop entirely new ones-in mid or late career as well as early on. This move began last year with the inauguration of Maine’s first ever Community College Partnerships-not new bricks and mortar, but an unprecedented collaboration between the Technical Colleges and the University. This new system-aimed at making higher ed accessible and affordable-is off to a rousing start with 400 new students before it was even announced.

But now we have to invite another player-Adult Ed-to the table and take the next step in a pilot project I call “Transition U.,” an initiative designed specifically for mid-career workers who are in transition and who are ready to trade the shuttle of the loom for the mouse of the computer. Transition U. [will be] light on the bricks and mortar, and no new bureaucracy, but a practical collaborative partnership with real results.

Benjamin Cayetano: Increase the minimum wage

Last year, I asked you to increase the minimum wage. Our bill was bottled up in committee and died. I will again submit a new bill and ask you to support it. An increase will uplift the lives of more than 16,000 of Hawaii’s workers. If we want more people to get off welfare and back into the workforce let’s make sure they get paid a decent wage, and let’s do it now.

Kenny Guinn: Privatized state worker’s comp & insurance

We were the first state in the country to privatize our state’s worker’s compensation program, removing more than a thousand positions from the state payroll and a $2.2 billion liability from the state’s ledger. And in the future, we will save over $3 million more, every year, by self-insuring.

We maintained a hiring freeze for the past two years, streamlining government and leaving more than 1,500 positions unfilled or eliminated. We also reformed our state’s group health insurance plan.

Dirk Kempthorne: Family Farm Security Task Force to improve ag conditions

Our agriculture and our farm communities must be full partners in our rural recovery. I’ve appointed a Family Farm Security Task Force to review our laws and regulations and determine how best we can improve conditions here at home. In my budget, I will recommend some one-time tax relief to help our farmers and ranchers. [And] he time has come to move forward and enact a minimum wage for farm workers.
