2004 Governor's State of the State speeches: on Budget & Economy

Bill Richardson: Grow the trade link to Mexico and attract Hollywood business

We have brought a new vitality to trade and cultural contacts across the New Mexico - Chihuahua border. I met personally 12 times with Mexican officials - including three meetings with President Vicente Fox - to help grow this vital trade link. We have the most competitive set of incentives in the country, and we created an on-the-job training fund to encourage film producers to hire and train New Mexicans. That, in turn, will build our available pool of trained movie industry workers.

Mark Warner: Close the largest budget shortfall in Virginia’s history

We have closed the largest budget shortfall in Virginia ‘s history - more than $6 billion. We have reduced state agency spending by 20% on average. We have eliminated more than 50 agencies, boards, and commissions - and thousands of positions in state government. And we are fundamentally changing the way we do business in government to achieve maximum efficiency and savings. After twenty years in business, I understand the importance of low taxes - but also of investing for the future.

Mark Warner: Must not lose AAA bond ratings

I will not accept a budget that uses inflated revenue estimates or accounting gimmicks, that endangers the Virginia Retirement System or other employee benefit programs, that fails to preserve Virginia ‘s long-term fiscal integrity and protect our AAA bond rating, and that fails to meet Virginia ‘s commitment to education. If we fail to do so, it may be a decade or more before we regain our AAA bond rating - because once you lose it, you can’t get it back for a long time.

Janet Napolitano: Provides funding for the priorities without raising taxes

I will release a budget proposal that is fiscally responsible, provides funding for the priorities I have discussed - and does so without raising taxes. My Efficiency Review team has worked with thousands of state employees to identify permanent savings and cost avoidances that will save the state at least $843 million over the next five years alone. I am pleased to submit a budget that will fund a leaner, smarter government for the new Arizona.
