Bill Ritter: Committed to solving congestion problems on I-70

I will be appointing a Colorado Transportation Finance and Implementation Panel to get that conversation underway. The panel will work with CDOT and the Colorado Transportation Commission. The panel’s work will begin with a statewide Transportation Summit. In the long term, I am committed to solving congestion problems on I-70. I want to see more regional projects, such as FasTracks and Go 1A in Colorado Springs. I want to see our regional airports thrive.

Butch Otter: Issue bonds totaling $264 million to improve highway system

An issue critical to public safety is improving our state highway system. I recommend continuing the GARVEE program by issuing bonds totaling $264 million. These bonds will be paid off with the continuing appropriation of federal highway funds that are allocated to the state. However, I am making no recommendation on which routes should be included in the GARVEE program.

Bill Richardson: Allocate capital to education and water projects

Let’s replace the current political formula with a new formula that we develop together, a strategic approach that maximizes our capital spending to ensure that critical projects get built, with fully one-half to public schools, higher education and water projects. The other half should go to local projects and state-owned facilities, with some ground rules so projects actually get built. I propose to use funds from non-recurring general fund sources for the smaller projects.

Janet Napolitano: New research facilities drive the high-tech economy

We authorized them to construct more than $400 million in new research facilities that will serve as incubators of innovation, creating the new knowledge that will drive the high-tech economy of the new Arizona. We referred a crucial constitutional amendment to the voters, to allow easy transfer of newly-developed technologies to private-sector development. I am confident the voters will agree that this constitutional amendment is good for Arizona.

Kathleen Sebelius: Restore funding for transportation and biosciences projects

Quality highways have long been essential to economic development, but in recent years the state’s revenue problems have jeopardized the ambitious highway-building program passed by this Legislature. My plan restores funding for the remainder of the program so that the Kansas Department of Transportation can complete every announced project. The Kansas Technology Enterprise Corporation and the Department of Commerce are working on an aggressive initiative to make Kansas a world leader in biosciences
