On Education: Double funding for schools in “intervention” status

In his budget plan for next year, Governor Carcieri proposed to increase state funding for local schools by $41 million, which represents the largest increase in state aid for education in six years. That funding will help local communities educate Rhode Island children while limiting increases in local property taxes.

To help bring up schools that have been classified in “intervention” status, Governor Carcieri allocated $2.9 million in FY 2006, doubling of funding from the previous year.

On Energy & Oil: $39M saved via energy-efficient measures in state buildings

“Greener” state buildings. New energy-efficient measures are adopted for the construction of new or renovated state buildings. The Governor’s order is expected to save $39 million in operating costs over the next 15 years.

In January 2006, Governor Carcieri signed an executive order creating Rhode Island’s first Chief Energy Advisor to the Governor, who will be in charge of coordinating state energy policy and overseeing the State Energy Office.

On Health Care: Use untapped tobacco monies; help Medicare beneficiaries

When the federal government experienced difficulties implementing the new Medicare Part D prescription drug program for seniors, state officials stepped in to ensure that all eligible Rhode Island beneficiaries received the medications they need and deserve.

[Also], the Governor has proposed the creation of a new insurance product for individuals and small businesses called “Select Care,” which would be less expensive than anything currently available, using untapped tobacco settlement monies
