On Environment: Water policy to protect environment and business interests

The preservation and protection of New York's water resources is vital to the state's residents, farmers and businesses. This law will enhance the state's ability to manage its water to promote economic growth and address droughts while protecting the environment. My administration worked with a broad array of interests to ensure a balanced program that manages significant water withdrawals across the state and protects New York's farmers and businesses from undue regulatory burdens.

On Civil Rights: Supports same-sex marriage and same rights of marriage

Friday, June 24, 2011 marked a momentous day in the history of our great State, with the passage of the Marriage Equality Act, granting same-sex couples the freedom to marry under the law, and the hundreds of accompanying rights, benefits, and protections that have previously been limited to married couples of the opposite sex.

On Education: Follows federal lead in education by emphasizing performance

The federal government's move to performance-based grants, including the Race to the Top program, has resulted in reform. I propose two competitive funds to incentivize improvements. First, I propose a school performance fund for districts that proportionally increase performance in the classroom. The second will be an administrative efficiency fund for districts that can find savings through efficiencies. These grants will complement the objectives of the Race to the Top program.

On Government Reform: Supports campaign finance reform as fair to all candidates

In order to restore trust and accountability in government, we must reform the ballot box. The State's campaign finance laws fail to prevent the dominance of wealthy contributors and special interests in government. Campaign finance reform must include a system of public funding of elections. The State needs a system of campaign financing to set limits on campaign spending and increase participation by candidates who otherwise would lack the means or connections to raise campaign funds.
