On Education: Improve education performance measurements

Nevada is diligently working to improve accountability systems and measures throughout the K-12 system and this [new] policy academy will enable us to expand that work through the higher education realm.

Nevada has been selected to participate in a policy academy on strengthening post-secondary accountability systems by focusing on efficiency and effectiveness metrics in their accountability systems and incorporating those metrics into their decision making processes.

On Corporations: Lending to small businesses will help create jobs in state

Nevada's State Small Business Credit Initiative (SSBCI) application was approved, funds will help create new private sector jobs and spur more than $138 million in additional small-businesses lending in Nevada.

Access to funding is a significant issue for many entrepreneurs seeking to grow. This funding will go a long ways towards helping new small businesses get off the ground and creating jobs for Nevadans. The potential job growth impact of the program is 1,035 positions throughout Nevada.

On Health Care: $874 decrease in public employees benefit plan

The Public Employees Benefit Plan (PEBP) announced today that as a result of legislation passed, PEBP's unfunded liability has decreased by $874 million. Other legislative changes made in 2011 eliminated future health care subsidies for new employees hired after 1/1/2012. While those savings are not included in the reductions above, it is estimated this change will save the PEBP system $235 million over the next 30 years.

On Energy & Oil: Energy efficiency retrofits add value to buildings

Nevada has been approved for a DOE competitive grant to assist in energy retrofits across Nevada. The grant will help commercial buildings develop energy efficient retrofit projects, making it easier for businesses, contractors and energy suppliers to undertake these efforts.

Through this grant, we hope to provide a consistent set of resources & policies to develop a sustainable industry for contractors & energy professionals for the long-term, thereby creating jobs as the retrofits are accomplished

On Education: Yes to charter schools statewide

Nevada is now one of only eight states to have a statewide authorizing agency focused on building high quality charter schools.

To more fully integrate charter schools into the Nevada education system, SB 212 eliminates the current governing board for charter schools, which is a subcommittee of the State Board of Education and transfers the responsibility for authorizing and overseeing high-quality charter schools in Nevada to the Charter School Authority.

On Tax Reform: Don't raise taxes by $1B; that would halt job growth

I was briefed on the Democratic plan for raising over a billion dollars in taxes. We had a frank discussion about our differences of opinion concerning the impact of raising taxes, and I restated my belief that raising taxes in this economy would be a mistake. Nevada is just beginning to demonstrate signs of economic recovery and this proposal would bring job growth to a halt, at a time when we have proven that growing our way out of this crisis can address our budgetary needs.

On Local Issues: Online poker companies still viable, must keep close watch

Nevada is the regulatory standard-bearer and we must continue to guard against any semblance of wrong-doing in our most important industry. While the allegations made against three companies are of grave concern, I remain committed to the prospect of federal legislation that will provide for Internet gaming in a way that applies the same rigorous standards to online companies that we apply to traditional gaming institutions. I have asked Nevada's gaming regulators to closely monitor the federal case.

On Government Reform: Freezing archaic regulations is my number one priority

I've been clear that my number one priority is economic development and freezing archaic and ineffective regulations until the end of this year will help promote business. As I said in my inaugural address today, our generation must commit to bringing Nevada's economy, workforce and schools safely into this new reality in which we find ourselves.
