On Government Reform: Federal regulatory regime has run amok

At the federal level we have seen a regulatory regime that has run amok. We will not let that happen in South Dakota. I instructed Cabinet members to take a close look at their statutes, rules, and policies. I'm proud that my Cabinet has taken this head-on, and the results of what they have proposed to me is impressive: In total, my Cabinet has identified 386 sections of state code and pages upon pages of regulations, totaling 43,424 words, that can be repealed.

On Education: Spending does not guarantee student achievement

I'm pleased with this [Court] opinion because the appropriate place to determine school funding is the Legislature, not the courts. I believe we should focus on student achievement, not spending, as the best measure of educational success. That approach is very consistent with the Supreme Court's decision.

On Technology: Highways are lifeline in SD, so supports federal funding

While interstate commerce is essential, so are the travel needs of South Dakotans for business and leisure. Rural highways deliver agricultural crops and livestock to market, are pathways to South Dakota's tourist attractions, and link people to their jobs, essential services and extended families. It is imperative that South Dakota not lose any of its federal highway funding. In a rural state such as this, our road system is an essential transportation lifeline.

On Tax Reform: Create jobs & expand tax base rather than raise taxes

Across the country, people are seeing first-hand what can happen through fiscal irresponsibility.

We are determined not to fall into the same trap that has ensnared our federal counterparts. We will not spend unless we have the money. If we can work together to create more jobs, we will expand our tax base. That way, South Dakota will be able to afford more of the things that we find important without raising taxes just as we are emerging from the national recession.

On Health Care: Working to keep federal government out of SD's health care

I have publicly stated my opposition to the federal health care reform law and will continue to do so. The state is currently challenging the constitutionality of the federal health care law. I have joined with a group of Governors in working actively to repeal or improve the health care law.

I sponsored and approved SB38 and SB43 in order to keep the federal government out of South Dakota's health care systems as much as possible.

On Education: Schools should be run by local school boards

I realize that schools can become so small that it is impractical to continue operating. However, the state should not be making this determination based on an arbitrary number. The judgment should be made locally, based on what is best for the children and the taxpayers in that district. Local school boards, who are elected and held accountable by local residents, should decide what is best for their children.
