As mayor, expanded services within budget
As Mayor of Stamford, I kept growth in spending on the city's budget to less than the rate of inflation during a time when population grew and city services were expanded. We were able to do this by responsible, realistic budgeting that focused
on the city's highest priorities and most productive investments. As Governor, I would bring this same sensibility to state budgeting. I will focus our attention on the problem and our resources on the right solutions.

On Crime:
Prevent crime; reduce gang activity; address recidivism
Focusing on Prevention: As Mayor, I created Stamford's Youth Development Initiative, which helped to prevent crime, reduce gang activity, and address recidivism. My Youth Development Initiative provided enriching opportunities after school
and other times when juvenile crime otherwise peaked. I believe this model could be used statewide to strengthen communities across the State and prevent costly youthful incarcerations.

Engage parents in local school governance councils
I refuse to accept the false choice that you're either "pro-reform," or "pro-teacher." I'm both. I'm pro-reform, as long as it doesn't mean just bashing teachers, and I'm pro-teacher as long as that doesn't just mean maintaining the status quo.In the
state's recently-passed legislation designed to compete for Race to the Top money, one of the goals is to do just that: engage parents in a meaningful way. The bill establishes local school governance councils that include parents and help create
a sense of community that can make schooling more relevant to kids, and kids more connected to their community. However, these councils are only required for low-achieving schools. We should not stop there.
While governance councils are one tool for improving achievement, they are still a top-down approach to decision-making that limit involvement to only a few engaged parents. My administration will create opportunities for all parents to be involved.

Make public schools money follow children
I'd like to examine the feasibility of transitioning toward a new, smarter system of funding for all of our public schools where money follows children based on their needs. I'd also look to refocus state school funding by indexing foundation aid
to rising costs, adding measures of essential classroom resource equalization, and weighting more for pre-school and elementary grades where the greatest educational gains can be made.

Charter schools provide options within the public system
I'm a supporter of charter public schools, because they serve a different, very important function: they provide families with options within the public school system. During my time as Mayor, Stamford created two charter public schools. Their mission wa
to provide an option for students who have had trouble achieving success in other schools - and the results have been overwhelmingly positive. We should seek to expand charter schools that are fully funded by the districts in which they're located.

Explore wind energy but no windmills in Long Island Sound
While Connecticut should absolutely explore wind energy, locating windmills in Long Island Sound is just a bad idea. The Sound is a narrow, navigable body of water home to a great deal of commerce and recreation--installing windmills would be a hazard &
an impediment to the Sound's $8 billion economy. It would also endanger local wildlife populations, most notably a number of bird species that migrate across the Sound and nest in along our coastline as well as on the islands that dot the estuary.

On Environment:
Invest in clean water projects to clean up Long Island Sound
As governor I will: - Work with environmental experts to find innovative ways to reduce the pollution, toxins and chemicals flowing into Long Island Sound. I will make investing in clean water projects such as sewage treatment plant upgrades a
priority.
- Engage municipalities in the fight against water pollution by incentivizing green infrastructure like permeable pavers, vegetated swales, and greening of public areas to prevent runoff from reaching the storm system.
- Ensure that
DEP has the resources and support it needs to seek out polluters and hold them accountable for fouling the waterways and harming marine life.
- Encourage homeowners and businesses around the state to adopt greener and cleaner habits
including discouraging residential dumping and encouraging rain barrels, rain gardens, green roofs, and other mechanisms for slowing storm water or preventing it from reaching the system altogether.

Bring federal money back to Connecticut programs
We cannot truly fix our system of taxation without spending more wisely. Governor Rell is leaving federal tax-dollars on the table. Connecticut taxpayers pay more the federal government on a per capita basis than 47 other states. For every dollar
Connecticut taxpayers send to Washington, only 69 cents is returned--much less than Massachusetts ($0.82), Rhode Island ($1.00) or Vermont ($1.08).10 We need to a better job of bringing some of that money back home.

On Gun Control:
Reduce illegal gun activity by removing illegal guns
Removing Illegal Guns: Too often news reports lead with a story reminding us of threat of gun violence. As I did in Stamford, I will work collaboratively with local leaders and police forces to develop creative solutions for reducing illegal
gun activity and the threat it poses. I will also seek to enhance the state's gun trafficking task force and partner with the federal government to trace guns seized in a crime.

On Health Care:
Supports small business Pooling Bill
Last year, Gov. Rell vetoed numerous health care bills that would have directly benefited small businesses, namely the Pooling Bill, which would have allowed small businesses, municipalities and nonprofit agencies greater access to affordable health care
I would support pooling as Governor. Under this program cities can save up to an estimated $1.5 million in costs and smaller communities (those with less than 500 municipal workers) can save as much as $250,000.

Every Child Matters program: more children covered
While I am proud to have instituted a successful Every Child Matters program that extended insurance coverage to children in Stamford, there are still nearly 335,000 Connecticut residents who do not have health insurance. I hold a fundamental belief
that quality medical care shouldn't be a luxury affordable only to some. I propose a comprehensive plan to extend health insurance coverage to every child in the state. Today I am the only leader in the state to have implemented such a plan at any level.

- Relieve the local property tax burden on low and middle income seniors, veterans, and individuals who are disabled.
