Keisha Lance Bottoms: Urged those eligible to apply for Earned Income Tax Credit

Bottoms joined leaders from the United Way and the Internal Revenue Service to promote Earned Income Tax Credit Awareness (EITC). "Too many eligible residents are leaving money on the table by not filing for this tax credit, which could add thousands of dollars to their pockets through their tax return," said Mayor Bottoms. "This is a credit that has been earned by taxpayers, and we urge everyone who may be eligible to work with the United Way to maximize their returns by filing for the EITC."

Chris Coleman: Raise property tax to meet budget shortfall, but not 9%

I am vetoing Council Resolutions 16-1611 and 16-1624 setting the maximum property tax levies for the City of Saint Paul. My proposed 2017 budget maintains our long-standing commitment to good financial stewardship, aims to strengthen our economy & grow jobs, makes important public safety investments and promotes equity for all residents.

My 2017 budget proposal already includes more than $1 million in across the board cuts as part of the solution to an $11 million budget shortfall for 2017--much of which was caused by either inflationary pressures or continued underfunding by the state. My budget, for example, brings the sworn complement in our Police Department to an historic high of 620, up from 576 when I took office.

The Council majority voted yesterday for a maximum property tax levy increase of nearly 9%. I vehemently oppose this. The $3 million gap caused by the State's inaction is already a tough pill for property taxpayers to swallow. Going above my budget's amount is misguided.

Michael Nutter: Lessen business tax to improve economic competitiveness

New City Council legislation eliminates business taxes and fees for new businesses that create jobs. Another bill establishes broad tax reduction for all businesses and a new structure for computing certain business taxes that will reward businesses located in the City of Philadelphia.

Together these path-breaking bills make Philadelphia more competitive, lessening the tax burden on firms based in Philadelphia and providing a particular benefit to new businesses and small businesses.

Antonio Villaraigosa: Need new business tax structure to grow sales tax base

To attract and retain more businesses that generate jobs and large amounts of sales tax, I am calling for exempting auto dealers from the City's business tax.

Auto dealers produce substantially more sales tax than business tax. In 2010, auto dealers accounted for only $3.6 million in business tax revenue but a whopping $29 million in sales tax revenue.

Let's show them Los Angeles is open for their business and let's generate new jobs and revenues for our City.

Antonio Villaraigosa: Business Tax Holiday should be permanent

Under the Business Tax Holiday, businesses are exempted from the City's business tax for the first three years that the business operates in LA. It is a proven tool for bringing businesses to Los Angeles and generating jobs. There should be no expiration date on this common-sense, job-creating policy.

A study shows the elimination of the tax will cost the City hundreds of millions of dollars. The Business Tax Holiday is incentive for job creators to move to Los Angeles without impacting our City budget

Cory Booker: One-time building sale, plus tax increase, to balance budget

By making the difficult decisions this year--involving layoffs, reductions in spending across the board, and a tax increase--Newark will be fully able to operate under the 2% property tax cap advocated for by the Mayor and implemented by the State Legislature. In other words, Newark has difficult choices to make today in order to insure its long-term fiscal strength and success.

The balanced budget originally presented by the Mayor was no longer feasible. The City is pursuing another option to avoid a seriously damaging tax increase: a sale/leaseback of certain municipal buildings. This plan is projected to cut the remaining budget gap by 53%, and it will also provide much-needed funds to improve several city buildings. Governments across the country have pursued this option as they face similar struggles. This one-time revenue combined with other measures will significantly temper the required increase; however, some tax increase will still be required.
