We will save $1.5B and avoid layoffs by simply not hiring anyone new for two years. We can significantly reduce labor costs by $1.5 billion through attrition by not replacing retiring or resigning essential City workers and working with the
State to offer early retirements to others over the next two years. This will also allow us to significantly cut costs while retaining the workers we need to deliver vital City services.

A Yang administration will launch the newly created People's Bank of New York City, initially funded with a $100 million loan from New York City. The People's Bank has two objectives: (1) ensure every New Yorker can access basic financial

My number one priority as your mayor is fiscal responsibility. Achieving this during a tight economy requires a willingness to make tough decisions.
When I arrived in the mayor's office, the city was facing a $205 million gap between anticipated spending and available revenues.
The economy had pushed down our revenue pool while expenditures were rising due to contractual obligations for health insurance, pensions and employee pay agreed to prior to my arrival.
Through a combination of operational consolidations, expenditure reductions, personnel cutbacks, sales of surplus land, cost of service increases and employee furloughs, we have been able to close that gap.

Cut city payroll; increase city agency efficiency
Mayor Sanders has taken aggressive measures to preserve precious tax dollars and ensure they are used wisely and efficiently. Among other accomplishments, Mayor Sanders has:- Implemented a new pension system that increases the amount that employees
pay into their pensions and reduces the amount that taxpayers contribute. This translates into more money that can be used for City services.
- Negotiated 6% compensation reductions for city employees that will result in long-term savings for taxpayers.
- Reduced overall city payroll since he took office in 2005.
- Implemented a program known as Business Process Re-engineering, which requires City departments to operate more efficiently. It has already saved the City tens of millions of dollars.

Initiated a process that will allow private sector technology companies to bid against the city-owned Data Processing Corporation for the right to provide the City with information technology services. The contract is worth $45 million a year.
