On Corporations: Lessen the tax burden on residents and businesses

Cardin said a bipartisan plan to address the national deficit needs to be the top priority. Cardin underscored that he believes revenues need to be a part of the plan. "Everybody should be paying their fair share," Cardin said. "We should eliminate the deductions that allow businesses to send our jobs overseas, and we shouldn't be giving to oil industries special breaks that are not available to other aspects of the energy sector."

Bongino said government needs to get out of the way and lessen the tax burden on residents and businesses. "Put the money back in Marylanders' pockets," Bongino said. "They know what to do with it."

On Health Care: ObamaCare places too much power in the hands of bureaucrats

The candidates debated the federal health care law. Bongino supports repealing it. Bongino said the law places too much power in the hands of bureaucrats. "You're going to have a system of low-income and lower-middle-income folks who are relegated to government clinics, government clinics providing substandard care who may have health insurance, but will certainly not have health care," Bongino said.

Cardin, a strong supporter of the law, noted the consequences of repeal, including the loss of a popular provision that allows parents to keep their children on their policies until the age of 26. He also said restrictions on pre-existing conditions would return. "We need to move forward, not repeal ObamaCare," Cardin said.

Sobhani said he supported some aspects of the health care law, including the end of restrictions on pre-existing conditions. However, he believes more effort should be made to include input from patients and doctors.

On Foreign Policy: Base Israel borders on 1967 lines, with Jerusalem as capital

Bongino said he was disheartened by President Obama's remarks in May that "the borders of Israel and Palestine should be based on the 1967 lines with mutually agreed swaps, so that secure and recognized borders are established for both states."

Bongino also was upset over Obama's press secretary's "non-answer" when asked by a reporter recently whether the U.S considers Jerusalem or Tel Aviv the capital of Israel.

"Israel needs to be our number one ally in the Middle East," Bongino said. "I was upset over the president's remarks and disturbed by the recent comments over Jerusalem."

On War & Peace: Too late to act if Iran gets even just a few nukes

"I'm not an adventurer, but I'm also not an isolationist," Bongino said. "We have to hold Iran to their word," he said, to allow nuclear inspections. "They have the capability to develop four to five warheads and if they choose to use them, or supply them to terrorist groups, there will be no Monday morning quarterbacking," Bongino said. "It will be too late."

Bongino also said he is a strong supporter of Israel, which he said is our only strong ally in the region.

On Corporations: Predictable tax code benefits economy more than revenue loss

Q: Since 1981, the federal government has offered a tax credit to businesses pursuing research and development activities. However, because the tax credit is temporary and must be reauthorized periodically, businesses are never certain about receiving the benefits of the credit for longer-term investments. Do you support or oppose making the R&D tax credit permanent, even if that means a permanent reduction in tax revenues?

Bongino selected, "Support."

Bongino added, "A predictable and simple tax code is vital for businesses planning their capital expenditures and long term investments. The benefit throughout the economy from R&D far outweighs the consequence of a relatively small tax revenue loss."

On Education: Schools must inspire next generation of engineers & doctors

Q: Do you believe the federal government should place more emphasis on increasing the number of young Americans who pursue careers in science, technology, engineering or mathematics, or not?

Bongino selected, "Yes."

Bongino added, "Inspiring the next generation of engineers, doctors, and scientists begins with our primary schools and teachers. I fully support the implementation of tools such as parent choice vouchers, charter schools, and merit based pay systems for educators. In addition, we must reward good teachers, the bedrock of our educational system, and allow them to work in a system not stifled by bureaucracy and archaic work rules. Our educational goals in math, science, and every other industry should not simply be to 'keep pace with the world,' but to be the BEST in the world."

On Health Care: Health research is the solution, but not by gov't

Q: When it comes to rising health care costs, would you say research to improve health and prevent disease is part of the problem or part of the solution?

Bongino selected, "Part of the solution."

Bongino added, "Investing in research and development that will prevent and cure disease is integral to the long term sustainability of health care in the United States. Sponsoring public and private research will avert massive costs and suffering. Limiting wasteful bureaucracy in the public sector while simultaneously incentivizing research in the private sector will produce progress and tangible results."

On Homeland Security: Veterans deserve effective and dependable health care

Q: How would you characterize government investment in health research for military veterans?

Bongino selected, "About right."

Bongino added, "Military veterans and service members who dedicate themselves to protecting our rights and freedom around the globe deserve effective and dependable health care. We need to focus on modernizing and improving the delivery of health care. Many agencies in the government could benefit from maximizing efficiency instead of spending more dollars."

If you are elected, will maintaining America's global competitive edge in science, technology, and innovation be a priority for you, or not?

Bongino selected, "A high priority."

Bongino added, "The United States led the world in science and innovation over the last two centuries. We gained our position by virtue of our commitment to free market principles. If we focus our energy on free markets and free people, we can harness our natural resources and human capital, and return the United States to being a center of innovation, not just the recipients of it. We need emphasize to research and development which will power our domestic economy, while making us competitive in the global economy."
