Susana Martinez: Exempt small business from gross receipts tax

I've long said government doesn't create jobs. It doesn't--small businesses do. We can do so much more to level the playing field for our small businesses, to put more New Mexicans back to work.

That's why I am proposing that we exempt roughly half of New Mexico's small businesses--those earning less than $50,000 per year--from the gross receipts tax. That's roughly 40,000 of our small businesses--the little ones, the start-ups. This is a bottom-up approach.

Peter Shumlin: Getting credit to entrepreneurs when they need it grows jobs

A year ago at this podium, [after Tropical Storm Irene], I pledged the following: My jobs agenda will expand the ability of emerging entrepreneurs and businesses to get access to capital when they need it most.

Partnering with the Vermont Economic Development Authority, we created an emergency low interest loan program that got credit of up to $100,000 to crippled job creators within days. More than 340 businesses and farms were granted loans, totaling $15.3 million. With liquidity, Vermont ingenuity and hard work, miracle after miracle happened as business after business reopened.

The lesson for Vermont government in helping to grow jobs in Vermont is simple: Getting credit to entrepreneurs when they need it most grows prosperity and grows jobs. In fact, there is nothing standing in the way of Vermont's job creators that cannot be made right by a partnership with state government and expedited risk credit for businesses when others won't lend.

Andrew Cuomo: Prevent landlords from avoiding rent regulation

We passed the toughest rent regulation laws in 30 years. The new laws will protect more than one million New Yorkers from skyrocketing rent by, among other things, raising the deregulation rent threshold for the first time since 1993 and raising the income threshold for the first time since 1997. It will also help prevent landlords from manipulating the system to move apartments out of rent regulation. We executed a new economic development policy with our New York Open for Business campaign and by establishing Regional Economic Development Councils across the state. We passed an affordable energy policy with Recharge NY, on-bill energy efficiency financing, and, after a decade of trying, an Article X electric generation siting law. These programs will lower energy costs, promote energy efficiency, and reduce pollution.
