2013 Governor's State of the State speeches: on Homeland Security

Pat McCrory: For our heroes, retain troop bases & defense manufacturing

I want to thank our men and women in uniform that have honored our country with their presence, and their service. They deserve it.

For these heroes, we are finalizing a plan that focuses on first, the retention of the bases and our troops here in North Carolina; Growing our military supplier base; three, retaining our highly skilled; and four, growing the defense manufacturing sector. We have incredible opportunity to follow through on those four objectives.

And speaking of the military, I've always said I'm kind of and Eisenhower Republican. I believe that government's main roles is to provide the infrastructure for job creation and economic growth. This is one of the great things that Dwight Eisenhower did as president. He worked to connect the urban with the rural and the East with the West. We need to keep focused on continuing that type of visionary thinking right here in North Carolina using our infrastructure.

Pat Quinn: Let military medics to obtain LPN licenses

This morning, I signed an Executive Order that directs our licensing agencies to assess military training for state license requirements. Just last month, we completed a great first step, with the Board of Nursing approving a suggested "bridge" curriculum for military medics to obtain LPN licenses. We owe it to our veterans--and to our companies--to keep this process moving.

Paul LePage: Wreaths Across America: thank our men and women in uniform

I ask that we all take a moment to remember, recognize and thank our men and women in uniform. Recently, Ann and I had the opportunity to go down to Arlington National Cemetery during the Wreaths Across America trip. As I walked through rows and rows of tombstones, marking the final resting place of our fallen American heroes, I remembered one simple truth: These individuals paid the ultimate sacrifice to ensure future generations had the opportunity to pursue their piece of the American Dream. It is a dream we cherish and the freedom that marks our lives is so rare for the rest of the world.

The American experience represents a unique moment in time. We must not abandon it! If each and every one of our elected officials visited Arlington, they might realize the political battles we wage are meaningless in comparison to the blood that's been shed to protect our American Dream.

Steve Bullock: Wrap-around services to reintegrate heroes to civilian life

This morning, I went to the airport and welcomed home 45 soldiers from the Montana National Guard who had just spent a year in Afghanistan. I told them I would ensure that we live up to the promise all of us made the day they signed up.

That's why I asked this Legislature to invest in our university system and make certain that we are providing the services and the space to meet veterans' needs-- the wrap-around services that will reintegrate these heroes back into civilian life and on our college campuses. When I got back from the airport, I found out that, while I was gone, a legislative committee cut the funding for these critical services for returning vets. I urge you to restore these funds, live up to the promises we've made and welcome these warriors home with more than just words.

Bill Haslam: ObamaCare costs TN $350M; cut but preserve rural hospitals

In this budget, TennCare costs will be $350 million more this year than last year. That increase takes into account the higher cost of medical care, more people who qualify for Medicaid in tough economic times, and primarily, the impact of the Affordable Care Act. Expanding Medicaid is not reflected in this year's budget. I am hesitant to commit additional dollars to Medicaid when it's already eating up so much of our budget, and we have to remember what the state went through seven years ago when it made the difficult decision to cut a lot of people from the TennCare rolls.

There are hospitals across this state, many of them in rural communities, that are going to struggle if not close under the health care law without expansion, and that's not something to take lightly. Most of us in this room don't like the Affordable Care Act, but the decision to expand Medicaid isn't as basic as saying, "No ObamaCare, No expansion."

Jack Markell: Supports Delaware National Guard "Youth ChalleNGe"

At a time when the Delaware National Guard is as busy as they have been in decades defending our country overseas, they are doing their part as well here at home to help make a difference in young people's lives. The Delaware National Guard proposes to partner with Maryland in their Youth ChalleNGe program. This is a residential program for a couple dozen Delaware high school drop-outs. Through education and mentoring from Guard members, the program targets young people who can get back on a path to a degree and a rewarding life and career. And because Maryland has all of the necessary facilities and because the Department of Defense picks up 75% of the cost, this is a very cost-effective way to serve these young people.

Brian Sandoval: Fund additional veterans service officers

There is another group that deserves our attention and respect--our veterans. The men and women who have served our nation in two wars are coming home. Tonight, I ask you to join me in remembering those who have made the ultimate sacrifice and those who have not yet returned.

Over 300 Nevadans remain deployed with our Army and Air National Guard, and many more of Nevada's finest are serving in uniform at home and abroad.

In honor of those who serve in the Armed Forces, my budget contains funding for additional veterans service officers. And it also includes money to begin the first phase to build a new, stand-alone veteran's home in Northern Nevada, to complement the veteran's home in Boulder City. These resources will help ensure that our service members receive the benefits they deserve. We owe the men and women who serve our country nothing less than total victory.

Rick Snyder: There is a cost to sending our military into harm's way

In April of last year, I made a trip to Kuwait and Afghanistan. On that trip, it was one of the most moving trips of my entire life. It was special to see the service that these fine people give our country. One special thing happened: I was on Forward Operating Base, Kunduz, in Afghanistan. It was with the 125th Infantry, a Michigan National Guard Unit. When I arrived they asked me to do a re-enlistment ceremony. So, I had the opportunity to swear people in to re-enlist in the United States Military, in the Michigan National Guard on the Forwarding Operating Base in harm's way.

To give you some perspective, we had well over 1,000 Michiganders serve and come back this year, and there is a cost and we need to understand that. This last year we lost nine service people that were Michiganders. So, I think it is only fitting that we send out thoughts and prayers at anyone in the Armed Services and all their families.

John Hickenlooper: Make hiring veterans a priority

Make hiring veterans a priority Let's not forget our veterans and those on active duty. This week, we welcomed home 208 of our National Guard men and women.

Dennis Daugaard: Transfer professional license from other states for military

On my trip to Afghanistan and Kuwait, seeing our troops overseas is a reminder of the sacrifices they make to protect us all. There are other servicemen and women serving much closer to home--here in South Dakota. Many of them are stationed at Ellsworth Air Force Base. My last proposal today is for these families. 35% of military spouses in the workforce are in professions that require professional licensure or certification. When a military family is transferred to our state, that family should not lose earning power for an extended period while a spouse seeks licensure in South Dakota.

I will be proposing a professional licensure portability bill for military spouses. This bill will streamline the process so that a military spouse with a license or certificate in another state can easily transfer into South Dakota. Nearly half of our sister states have approved similar legislation, and I hope you will vote to have South Dakota join those states.
