For these heroes, we are finalizing a plan that focuses on first, the retention of the bases and our troops here in North Carolina; Growing our military supplier base; three, retaining our highly skilled; and four, growing the defense manufacturing sector. We have incredible opportunity to follow through on those four objectives.
And speaking of the military, I've always said I'm kind of and Eisenhower Republican. I believe that government's main roles is to provide the infrastructure for job creation and economic growth. This is one of the great things that Dwight Eisenhower did as president. He worked to connect the urban with the rural and the East with the West. We need to keep focused on continuing that type of visionary thinking right here in North Carolina using our infrastructure.
The American experience represents a unique moment in time. We must not abandon it! If each and every one of our elected officials visited Arlington, they might realize the political battles we wage are meaningless in comparison to the blood that's been shed to protect our American Dream.
That's why I asked this Legislature to invest in our university system and make certain that we are providing the services and the space to meet veterans' needs-- the wrap-around services that will reintegrate these heroes back into civilian life and on our college campuses. When I got back from the airport, I found out that, while I was gone, a legislative committee cut the funding for these critical services for returning vets. I urge you to restore these funds, live up to the promises we've made and welcome these warriors home with more than just words.
There are hospitals across this state, many of them in rural communities, that are going to struggle if not close under the health care law without expansion, and that's not something to take lightly. Most of us in this room don't like the Affordable Care Act, but the decision to expand Medicaid isn't as basic as saying, "No ObamaCare, No expansion."
Over 300 Nevadans remain deployed with our Army and Air National Guard, and many more of Nevada's finest are serving in uniform at home and abroad.
In honor of those who serve in the Armed Forces, my budget contains funding for additional veterans service officers. And it also includes money to begin the first phase to build a new, stand-alone veteran's home in Northern Nevada, to complement the veteran's home in Boulder City. These resources will help ensure that our service members receive the benefits they deserve. We owe the men and women who serve our country nothing less than total victory.
To give you some perspective, we had well over 1,000 Michiganders serve and come back this year, and there is a cost and we need to understand that. This last year we lost nine service people that were Michiganders. So, I think it is only fitting that we send out thoughts and prayers at anyone in the Armed Services and all their families.
I will be proposing a professional licensure portability bill for military spouses. This bill will streamline the process so that a military spouse with a license or certificate in another state can easily transfer into South Dakota. Nearly half of our sister states have approved similar legislation, and I hope you will vote to have South Dakota join those states.
