On Crime:
2010: increased sentences & overhauled bail system
During the 2010 Legislative session, Sullivan led the Parnell Administration's effort to comprehensively strengthen Alaska's criminal justice system, including through increased sentences for sexual assault offenders, a full overhaul of a Alaska's bail
system, and enhancing the ability of prosecutors to convict those involved in human trafficking and child pornography. The prosecutors who Sullivan led put notorious rapists and murderers in jail for sentences that ranged from
100 years to two consecutive life sentences. He also brought creativity to crime fighting by hiring the state's first cyber-crime prosecutor, prohibiting plea agreements that would exempt sexual assault perpetrators from being placed on the
state's sex offender registry, and indicting a rapist by his DNA sequencing instead of his name (which was not known) to ensure that the statute of limitations would not run on his crime.

On Environment:
Challenge NPS for infringing rights on federal lands
Sullivan has focused efforts to ensure that Alaskans get more access to both state and federal lands. As Attorney General, he challenged National Park Service regulations that infringed on Alaska's navigable waters and overbroad assertions of federal
reserved rights in Alaska waters. He also helped defend the rights of an Alaskan after an encounter with federal officials by challenging the authority of federal officials to bring criminal charges against the individual while traveling on Alaska waters
As DNR Commissioner, his agency worked closely with the Department of Law to research and litigate state rights-of-ways and RS 2477s through DNR's public access assertion and defense (PADD) unit.
As Attorney General, he worked closely with the leaders of the Northwest Arctic Borough to ensure that Outside environmental groups would not shut down the Red Dog mine.

On Families & Children:
Choose Respect: address domestic violence epidemic
As Attorney General his primary focus was to [address] Alaska's epidemic levels of sexual assault and domestic violence through the development, launch, and implementation of Alaska's comprehensive "Choose Respect" campaign. The Governor's "Choose
Respect" campaign is the most comprehensive and aggressive effort in the state's history to address this horrendous social problem. The initiative focuses on: toughening sentences for sexual assault offenders; expanding law enforcement throughout the
State--especially in rural Alaska; increasing services for victims of sexual assault and their families; and undertaking a broad-based public campaign -- through public service announcements, speeches, and marches--to make Alaskans aware of
our sexual assault and domestic violence epidemic, give victims strength and dignity, and encourage all Alaskans--but especially Alaska's men--to choose respect.

On Free Trade:
Promote Alaska resources & tourism to the US and the world
Promoting Alaska resources to global markets by targeting specific companies and investors to invest in Alaska and responsibly develop our resources and create jobs:
As DNR Commissioner, Sullivan led an aggressive campaign to promote
Alaska's natural resources and energy by highlighting the opportunities for responsible resource development in Alaska to thousands of companies & investors throughout the US and the world. Local press reports called him Alaska's "ambassador for energy."
Spurring growth in the cruise ship sector through tax and regulatory reform:
As Attorney General, Sullivan played a critical role in reversing the drop in cruise ship tourism to Alaska. He led the effort to settle the lawsuit between
the cruise ship industry and State, which was inhibiting future investment and visitors, and played an important role in Governor Parnell's strategy to promote a more competitive tax regime which would attract additional cruise ship passengers to Alaska.

On Gun Control:
Right to bear arms is an individual right
Defending and fighting for Alaskans' Second Amendment rights: Sullivan has consistently fought to defend Alaskans' individual right to bear arms. As Attorney General, he was part of a briefing to the US Supreme Court with other state
Attorneys General encouraging the Court to hear the case McDonald v. City of Chicago. The Supreme Court accepted the case, and Sullivan and other Attorneys General filed an additional brief to the Court arguing that it should hold--for the first time
in American history--that the Second Amendment right to bear arms is an individual right that applies to all American citizens. In the landmark McDonald case, the Supreme Court did just that, thereby dramatically enhancing the Second Amendment
rights of all Alaskans. As DNR Commissioner, Sullivan's department partnered with the National Rifle Association to help finance the future construction of an outdoor shooting range in the Matanuska Susitna Valley.

On Health Care:
Sued to block ObamaCare as outside bounds of Constitution
As Attorney General, Sullivan sued the Obama Administration over its national health care legislation primarily because he believed that the law exceeded the bounds of the U.S. Constitution's Commerce Clause.
The Supreme Court agreed with this conclusion. After the 2,200-page ObamaCare legislation was passed, Attorney General Sullivan and a team of attorneys from the Alaska Department of law read the act and analyzed its constitutional implications.
Sullivan and his team wrote and submitted a 49-page legal memorandum to Governor Parnell recommending that Alaska sue the federal government over ObamaCare.
The Sullivan memo, which was released to the public, was cited by other state Attorneys General offices as an important document in the fight to overturn ObamaCare.

On Welfare & Poverty:
Dedicate $500M Wall Street restitution to teachers' pensions
Protecting and promoting the fiscal integrity of Alaska and its citizens: Sullivan negotiated a half billion dollar settlement with one of Wall Street's largest financial institutions--the largest actuarial malpractice settlement in the
country's history and one of the biggest restitution amounts to come out of the misconduct by financial firms during the global financial crisis. The record $500 million settlement went to fund the retirement pension for Alaska's teachers.
Sullivan also successfully fought to reverse an erroneous Alaska Supreme Court decision that ultimately saved the state approximately $50 million,
ensuring that that money went to Alaskans, not to out-of-state fishermen. He also oversaw an historic $1 million Medicaid fraud settlement--one of the largest in state history.

On Energy & Oil:
Create an enduring energy and economic renaissance
- We have huge opportunities before us--especially the energy resurgence that is beginning to take place across Alaska and parts of the US.
- But Washington is broken--not only does it ignore these opportunities--it undermines them by shutting
down responsible resource development in Alaska.
- I am running for the US Senate to provide strong leadership and Alaskan resolve to create an enduring energy and economic renaissance that will lift Alaska and America--creating jobs, prosperity, and
security into this new century.
- My campaign will focus on accelerating the Alaska energy and economic renaissance--to create more opportunity, energy security, and jobs for Alaskans.
- This includes all of Alaska's world-class resources--oil & gas,
renewable energy, minerals, coal, timber, & our bountiful fisheries--and the value-added industries that go with them.
- Just as importantly, we will continue our effective fight against federal overreach into the lives of Alaskans and our economy.

On Homeland Security:
Ensure a strong national defense & stand up for our veterans
We will focus on protecting Alaskans: our families, individual rights, fiscal future, and security. This means the bedrock defense of the Second Amendment, ensuring a strong national defense, and standing up for our veterans--all of our veterans--who
have defended our great nation for decades. I see some of my Marine Corps brothers in the audience today. As a Lieutenant Colonel in the Marine Corps Reserves, I know how important it is for our veterans to get the support they have earned--but are
not getting from Washington today. This has to change! Over the past four years, we have gotten big things done for Alaska in all of these areas -- REAL RESULTS, NOT JUST TALK.
We did this by applying conservative principles--less government and
more freedom--with dogged determination to address Alaska's challenges. But we must do more, and Washington needs to help, not be the obstacle that it is today with its broken institutions and policies that clearly aim to limit Alaska's full potential.

On Principles & Values:
I am blessed & all Alaskans are blessed
I am a very blessed man--I have my family and many friends with me today. My love of Alaska began over 23 years ago, when I met a beautiful Athabaskan woman named Julie Fate while she was working in Sen. Steven's office. In addition to Julie's own
rich heritage, she showed me the beauty and majesty of our great state when I was a young man. I became part of this wonderful family when Julie and I were married in Fairbanks 19 years ago. Julie and I have been blessed with three amazing daughters--
Meghan, Isabella, and Laurel--who are also here today, representing the future of Alaska.
As Alaskans, we are ALL truly blessed: breathtaking beauty, world-class resources, boundless opportunities, and above all amazing, talented and diverse people.
Knowing this, it is hard not to be optimistic about our future in Alaska. Unfortunately, regarding our country, it is another story. Our campaign will bring new energy to Alaska, & new energy to Congress.
