On Welfare & Poverty: Foster a competitive market for community-based services

Q: How will you help expand access to home and community based services (HCBS) in your state?

A: Preference for cash subsidies, which empower patients to choose the best care options for their individual needs, and which foster a competitive market in which more providers offer home- and community-based services at a reasonable price. Investigation and prosecution of fraudulent schemes that channel patients, especially children, disabled, and mental-health patients, into expensive facilities away from home/community to reap federal dollars at taxpayer expense.

On Immigration: Liberalize immigration; population growth lowest since 1930s

Robert Sarvis wants to open the nation's borders. "Did you know US population growth is at its lowest since the Great Depression?" he tweeted on April 1. "RT if you support liberalizing our immigration laws."

"RT," if you're wondering, means retweet. That cleared up, we didn't know that the nation's population growth had reached an 80-year low.

So we decided to look at data from Sarvis' primary source: the US. Census Bureau. We found mid-year population estimates dating back to 1900. Population growth hovered between 1% and 2% until 1931 when, in the Great Depression, it dropped to 0.78%. It bottomed at 0.59% in July 1933.

US population growth is closely tied to the economy. During bad times, couples delay having children. In 2012, only 12.6% of U.S. women aged 15-44 had children. That's the lowest birth rate in records dating back to 1940. Immigration has slowed since the start of this century, too.

Our ruling: The figures back up Sarvis and we rate his statement True.

On Civil Rights: Libertarian platform: allow same-sex couples to marry

Sarvis said he will run on a similar platform as last year, including small government, a reduction of spending, legalization of marijuana and allowing same-sex couples to marry. "Libertarians also want less intervention in foreign policy, so that will be something new for me to focus on," he said.

On Drugs: Libertarian platform: Legalize marijuana

Robert Sarvis got 6.5 percent of the 2013 vote for Virginia governor as the Libertarian candidate. Sarvis now says that he wants to run for U.S. Senate, challenging Sen. Mark R. Warner, D-Va. "I finally got the go-ahead from my wife and told the Libertarian Party folks that I am going to run," Sarvis said in an interview.

In 2013, Sarvis was vastly outspent by the two major-party candidates but managed to get 6.5 percent of the vote. Libertarians will nominate their candidate at a party convention in Richmond on Feb. 8. Sarvis said he will run on a similar platform as last year, including small government, a reduction of spending, legalization of marijuana and allowing same-sex couples to marry.
