On Homeland Security: Weak Iraq policy let ISIS foment into power

[At a West Virginia Public Broadcasting debate, the two candidates] discussed the Middle East, with Tennant saying Congress should debate whether to send ground troops to fight the growing ISIS movement. Capito called it a failure of the Obama administration: "Because of the president's really weak policies in Iraq, we find ourselves in the position where this terrorist group has been fomenting," Capito argued, "without raising money and raising membership."

On Principles & Values: Declined to debate with 3rd-party candidates

It's looking unlikely that West Virginia's two main contenders for an open U.S. Senate seat will debate again before Election Day. Republican Shelley Moore Capito won't attend a West Virginia Public Broadcasting debate Friday. Democrat Natalie Tennant, Libertarian John Buckley, Bob Henry Baber of the Mountain Party and Phil Hudok of the Constitution Party will participate.

Capito's campaign said the congresswoman will be on her previously scheduled bus tour. Capito and Tennant, West Virginia's secretary of state, debated last Tuesday in Charleston. Third-party candidates weren't involved. The two met for a West Virginia Chamber of Commerce candidate forum at The Greenbrier in late August.

They are seeking retiring Democratic Sen. Jay Rockefeller's seat. The Friday morning debate will air in the evening.

On Civil Rights: Marriage is between a man and a woman

Q: Do you support or oppose same-sex marriage and does what's happened in the courts change your opinion at all?

Capito: "I believe marriage is between a man and a woman. I have a long history of that dating back to when I was in the West Virginia legislature but I believe the decision that's been made is basically saying that the states will make their own decisions and I will abide by what the state of West Virginia decides in this matter."

Tennant: "I think that under the law that people should be treated equally and fairly. Now does a church go against its doctrine? No, not at all. A church should not go against its doctrine and it should not be forced to, but I think that we as West Virginians know about fairness and we know about freedom. Mountaineers are always free."

On Health Care: Vote for repeal & replace; but work for fixing ObamaCare

Q: Your views on the Affordable Care Act?

Capito: "What I would vote for is to repeal and replace. I've voted for that 50 times but I also recognize that the ACA has some good things about it. So we need to keep what's good and replace it with what will work."

Tennant: "I will never go back to the days when insurance companies can deny insurance for someone with a pre-existing condition."

On Immigration: Secure the borders first, then comprehensive reform

Q: Do you support any sort of pathway to citizenship for people who are in this country illegally?

Capito: "I do not support amnesty, plain and simple. I believe that it is incumbent upon us to secure our borders before we move forward into any other comprehensive immigration plan."

Tennant: "We need to address this piece of (immigration reform) legislation that was bipartisan and worked on so hard by so many senators but first off, we have to secure the borders. We must secure the borders. We must make those who are in this country (illegally) get to the back of the line, learn English and pay taxes."

On Social Security: Raise payroll cap above $200,000

Q: What measures do you support to making social security solvent again?

Capito: "I do believe we should bust the [payroll] cap on the social security taxes and I'd be willing to take it above the $200,000 number."

Tennant: "I am supportive of raising the cap to $240,000. Another way that we can keep social security solvent is, quite simply, raise minimum wage. If you have more people getting paid, they're going to pay into social security more."

On Energy & Oil: AdWatch: Fights back against Obama's war on coal

The U.S. Chamber of Commerce is running an ad this with coal as the subject. The Chamber's commercial backs Rep. Shelley Moore Capito, the seven-term lawmaker who is considered a favorite to capture the Senate seat of retiring Sen. Jay Rockefeller (D).

Capito, according to the Chamber, is "fighting back against the Obama administration's war on coal." The spot, which begins airing Thursday, describes her as a strong conservative who will "stand up for all of West Virginia. She's one of us."
