My budget also exempts new businesses formed by veterans from paying state franchise taxes for the first 5 years, and I'm calling for legislation to waive licensing exams and fees for veterans with the required education, training and practical experience gained in the military. If the training you received as an electrician, a technician or some other job meets the standard of the United States military, it should be good enough for the State of Texas.

We are going to do more to strengthen our Veteran Affairs and the Office of my Military Advisor. I am proposing the creation of the Department of Military and Veterans Affairs. This department will be responsible for, protecting and fighting our military bases, promoting the health and safety of our veterans and military families, helping our veterans get jobs, and working with the unique needs of base communities.

Moreover, the military plays a significant part in our economy, spending more than $6.5 billion annually with a total economic impact of $14.7 billion. It is the second largest sector of our economy supporting more than 101,000 jobs.

Even with the Pentagon's new focus on the Pacific, there is no guarantee that we can protect the military's presence in the islands simply because of our geographic location. We will need to be proactive and aggressive in our efforts to support our troops here. And I am prepared to do just that.

Even in the face of these cuts, our close relationship with the Department of Defense and the federal government will continue, and I intend to continue fighting for every dollar we can get. I helped fight off an effort to decommission the USS George Washington, which could have cost thousands of jobs. I helped convince the State Department to choose Fort Pickett as the home of the Foreign Affairs Security Training Center, bringing as many as 500 jobs and millions in investment along with it.

Federal spending will continue to be an asset to our economy, but there is no question that this foolish sequestration policy, borne out of a dysfunctional congress, is doing real damage to our economy and to many Virginians' quality of life.
