Darryl Glenn in 2016 CO Senate race

On Abortion: Life begins at conception

Q: Under what circumstances should abortion be allowed?

Glenn: I am ardently pro-life and believe that life begins at conception. I recognize that the current state of our law has created exceptions for rape, incest, and in cases where the life of the mother is at risk.

On Principles & Values: God is the highest authority in my life

Q: What in the nature of mankind caused America's Founders to carefully define, separate, and limit powers in the Constitution?

Glenn: James Madison described the need for a separation of powers in Federalist Paper No. 51 when he stated, "men are not angels" and explained that the separation of powers was required to prevent an accumulation and consolidation of power by any one man or department. The endless attempts of the current administration to overreach and exert power beyond what is constitutionally proscribed has demonstrated just how right Madison was.

Q: Briefly describe your spiritual beliefs and values.

Glenn: I am a Christ follower and God is the highest authority in my life.

Q: Considering all issues (social, economic, national security, etc.), which political philosophy best describes you?

Glenn: Very Conservative

On Abortion: Supports fetal personhood; opposes Planned Parenthood

Q: On Abortion: Should abortion be highly restricted?

Bennet: No

Glenn: Yes. Has pledged to ban abortions, with no exceptions. Recently has been more ambiguous. Has pledged to fight for personhood Constitutional amendment, which would effectively overturn Roe v. Wade, prohibit common forms of birth control, and ban abortions nationwide. More recently has hedged on some of these stands.

Q: On Contraception: Should employers be able to withhold contraceptive coverage from employees if they disagree with it morally?

Bennet: No. Classify contraception as preventive care so it is covered by all insurance plans.

Glenn: Unclear. Supports fetal personhood amendment, which might ban birth control pills & IUDs.

Q: On Healthcare: Should Planned Parenthood be eligible to receive public funds for non-abortion health services?

Bennet: Yes

Glenn: No

On Energy & Oil: I do not believe that man is contributing to climate change

Q: On Climate Change: Believe that human activity is the major factor driving climate change?

Bennet: Yes

Glenn: No. Ardent climate change denier. "I do not believe that man is contributing."[2]

Q: On Climate Change: Should government limit the levels of greenhouse gasses in the atmosphere?

Bennet: Yes

Glenn: No. Also advocates for defunding EPA and Department of Energy.

On Government Reform: Supports unlimited contributions by individuals

Q: On Campaign Finance: Do you support the DISCLOSE Act, which requires key funders of political ads to put their names on those ads?

Bennet: Yes

Glenn: No visible stand.

Q: On Campaign Finance: Support Supreme Court's Citizens United decision, which allows unlimited independent political expenditures by corporations and unions?

Bennet: No. Wants to overturn.

Glenn: No visible stand, but likely yes. Supports unlimited contributions by individuals.

Q: On Voting Rights: Support stricter voting rules such as voter ID requirements or reduced registration times, even if they prevent some people from voting?

Bennet: No. Co-sponsored Voting Rights Advancement Act to restore federal oversight of voting laws. Co-sponsored Voting Rights Advancement Act to restore federal courts' ability to review voting changes made at the state and local level and monitor for discriminatory practices.

Glenn: Unknown

On Jobs: Repeal the federal minimum wage

Q: On Minimum Wage: Raise the federal minimum wage?

Bennet: Yes

Glenn: No. Would prefer to repeal it, but will settle for not raising it.

Q: On Economy: Support federal spending as a means of promoting economic growth?

Bennet: Supported 2010 stimulus but remains concerned about adverse effects of too much spending.

Glenn: No

On Government Reform: Democracy needs increased political participation

Q: What legislation would you support to address money in politics?

Darryl Glenn: Increased political participation is an important objective for a well-functioning democracy and donating to a political campaign is a tangible way for citizens to show support. Transparency is key to ensure accountability and I support legislation that requires disclosure of donors over a certain dollar threshold. This method of accountability enables donors to continue exercising their 1st Amendment right to free speech while allowing the public to see whose support each candidate is receiving

On Health Care: ObamaCare is entitlement program that we cannot afford

Q: What would a health care system look like that would cover all citizens?

Darryl Glenn: ObamaCare is the latest example of a government entitlement program that neither the federal government nor individual citizens can afford and Colorado has been particularly hard hit. Premiums have skyrocketed, and the state-run co-op, Colorado HealthOP, has shut down due to insolvency. This is unsustainable and unaffordable. The solution is clear: we must repeal and replace ObamaCare in favor of a more affordable and practical approach for families. My plan would be to free people of the unconstitutional burden of being mandated to purchase increasingly costly insurance or face a financial punishment from the government. ObamaCare must be replaced with a more commonsense approach to healthcare that includes tort reform, permitting insurance to be purchased across state lines, and improving public health to decrease the demand for medical care.

On Homeland Security: CBRNE represents greatest threat for a mass casualty event

Q: What legislation would you be willing to support in order to curb the infliction of mass casualties on citizens?

Darryl Glenn: Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) represent the greatest threat for a mass casualty event in the US--especially in the hands of a terrorist group or a lone wolf. The best safeguards against such an attack are robust, well trained, and properly equipped military, police, and intelligence groups. We must also work diligently to keep dangerous weapons out of the hands of hostile nations, rogue actors, and terrorist groups. This means that nations like Iran and North Korea cannot be permitted to attain nuclear capabilities and I would support legislation that tightens restrictions on those nations, including the reimposition of sanctions on Iran and the freezing of their assets. We must also ensure that CBRNE weapons do not make their way into the hands of nonstate actors including terrorist groups like ISIS.

On Immigration: Start reform with securing the border

Q: How would you resolve the immigration issue?

A: Any conversation about immigration reform must start with securing the border. The first duty of government is national security, and that doesn't exist until we know who is coming into and out of the country. We must secure the border and enforce existing laws that govern our immigration policy. I fully support a policy of legal immigration that brings to our nation those that will enrich the fabric of our country while respecting the rule of law.

On War & Peace: Nuclear armed Iran poses greatest threat to the U.S.

Q: What do you view as the biggest threat to national security--both from external threats and internal threats?

Darryl Glenn: While radical Islamic terrorism poses a grave danger to our nation and the international community, a nuclear armed Iran poses a greater threat to the U.S. than any other security challenge. Iran is unquestionably pursuing nuclear weapons and has stated unequivocally that it wishes to use them against the U.S. and our close ally Israel.

On Gun Control: Second Amendment is unambiguous, despite acts of violence

The Second Amendment to the Constitution is unambiguous. It states that, "the right of the people to keep and bear arms shall not be infringed." Yet despite this Constitutional guarantee--the most fundamental guarantee of rights we have in this country-- President Obama and Democrats like Michael Bennet are doing everything in their power to chip away at the rights of law abiding citizens.

The loss of life we have seen in recent days as a result of an act of violence is a horrific, tragic event. But the real solution is not to take away guns from law abiding citizens--so that criminals are the only ones left with guns.

I will continue to defend the right of all Coloradans to own, purchase, and enjoy firearms without the intrusion or monitoring of the government.

On War & Peace: Iran nuclear deal has made America less safe

By voting for the Iran deal, Michael Bennet has made America less safe. Iran is unquestionably pursuing nuclear weapons. President Obama and Senate Democrats' support for the Joint Comprehensive Plan of Action was a national security disaster of immeasurable proportion. By capitulating to this misguided treaty, the world's leading state sponsor of terrorism, can continue to pursue nuclear weapons free of the hard-won international sanctions passed over a decade of international diplomacy. Moreover, they can do it with a windfall of billions of dollars unfrozen from Iranian accounts, all while the international community is still denied access to suspected nuclear sites for inspection.

Once in the Senate, I will support withdrawal from the treaty, reimposition of tough sanctions, and a tightening of restrictions on senior Iranian leadership.

On Abortion: Endorsed by Colo. Citizens for Life & National Right to Life

National Right to Life announced its endorsement of Darryl Glenn for election to the US Senate. "Darryl Glenn has a strong commitment to the right to life and unborn children. He will be a fighter for the unborn in the US Senate," said the National Right to Life political director. "We are proud to support Darryl Glenn to replace his radical pro-abortion opponent, the current Sen. Michael Bennet, who has voted against unborn babies every chance he got. Bennet has a 0% pro-life voting record in the Senate."

Glenn is committed to legislation that will protect unborn babies. Glenn will block federal funding to the nation's largest abortion provider, and he will vote to prevent taxpayer funding of abortions.

National Right to Life has one affiliate in each state; the president of the Colorado affiliate, Colorado Citizens for Life, stated, "Colorado needs a pro-life senator who will protect unborn children from a cruel death by abortion. Darryl Glenn has pledged to do just that."

On Civil Rights: Opposed health insurance for same-sex city workers

Glenn's top priority as a Colorado Springs Council candidate was to block rights for LGBT people. Glenn's time in the Colorado Springs was spent frequently fighting against equal treatment of LGBT people. In his unsuccessful first campaign in 2003, he promised to make repealing domestic partnership benefits his top issue. After he was appointed to a vacant seat on the council some months later, he voted against allowing same-sex city workers to get health insurance (even if they paid their own premiums), opposed employment protections for gay and lesbian people, and denounced LGBT pride parade organizers for supporting marriage equality, saying, "proponents of this are trying to escalate the tension in this community." He even tried to create a diversity committee with no positions reserved for LGBT people.

On Drugs: Feds should leave marijuana law to states, including banking

Q: Do you support federal action to provide rules for legal marijuana businesses to gain access to banking?

A: Not at this time. Marijuana is still an illegal drug under federal law. The Department of Justice still maintains the ability to arbitrarily challenge Colorado's legalization of marijuana if it determines that Colorado's regulatory system is inadequate. Further, banks are subject to federal law, so the overall legalization of marijuana needs to be addressed before granting access to banks.

On Drugs: Congress should leave opioid law to states

Q: What should Congress do to address the crisis of opioid addiction and overdose?

A: Congress does not have a direct role under the Constitution in addressing the crisis of opioid addiction and overdose. Congress should direct its focus on policies that provides States with the flexibility to empower local communities and families on identifying solutions to this growing problem.

On Health Care: ObamaCare has made health insurance much more expensive

Q: Do you believe the Affordable Care Act has made health insurance more accessible and affordable?

A: ObamaCare has made health insurance much more expensive for Coloradans across the state. And in many cases, people who now have insurance either can't afford their doctor visit, or can't find a doctor willing to accept their government-mandated insurance. In fact, Senator Bennet wanted to go even further than ObamaCare and institute a public option. But now that it's an election year, he comes back to Colorado and says he opposes Colorado's single payer healthcare initiative. Senator Bennet recently admitted that ObamaCare has been devastating for Coloradans--some of whom will see their premiums go up by almost 30% in the coming year alone.

Q: How would you approach reforming the Affordable Care Act?

A: We need to repeal ObamaCare and replace it with innovative, free-market solutions that focus on healthcare outcomes and the doctor-patient relationship.

On Social Security: Raise retirement age for those aged under 55 now

Q: Which of the entitlement programs would you look at first to reform or make cuts?

A: Social Security reform must be addressed first, because the program payouts exceed its revenue stream. I would strongly consider supporting a proposal to raise the retirement age to receive Social Security for individuals at least 10 years away from retirement age.

On Health Care: Repeal & Replace ObamaCare, and Restore out freedoms

One of the largest impediments to your American Dream is the Affordable Care Act. We must do two things with regard to this arduous law. First, we must Repeal it. Second, we must Replace it. By doing these two things we will Restore our freedoms and your American Dream.

First, we must Repeal the Affordable Care Act! We have to restore our individual freedoms because they are the bedrock of our nation. We cannot allow the government to mandate health care coverage on its free people. That is against our founding principles. This law has weighed down many and helped very few. Our citizens deserve the right and freedom to make their own choices about their health care from the type of policy to the level of care. These should be their choices, not the government's mandate.

My vision for this great nation is to restore our freedom and allow individuals the opportunity to determine their own future.

On Immigration: End federal funding for sanctuary cities; no amnesty

I stand for what's right: the rule of law. The idea of supporting executive orders that establish amnesty for millions of illegal immigrants or federal funding for "sanctuary cities" is a violation of the rule of law.

There is clearly a dire need to address the growing impact of illegal immigration. Congress and the President must first secure our borders and ports. Border and port security should be treated as a national security issue free from partisan grandstanding. Next, Congress and the President must demonstrate a willingness to enforce all of the laws currently enacted to govern our immigration policy. This also includes implementing changes that create efficiencies and greater fiscal accountability. Finally, if additional changes are necessary, Congress and the President must enact immigration policies that are grounded in the rule of law, maintain the safety and security of our citizen and that benefit our economy.

On Tax Reform: Simplicity & neutrality: lower capital gains & dividends tax

Our tax code is cumbersome, bureaucratic and a deterrent to a robust economy. A legitimate tax reform policy must recognize that the purpose of a tax system in a free society should be to fund services that are authorized by the Constitution. Taxes should not be used to redistribute wealth and fund unnecessary or ineffective programs. Comprehensive tax reform is critical to restoring our economic growth, job creation and international competitiveness.

Unfortunately, our current tax system is overly complex, filled with policies that pick winners over losers and creates a disincentive for personal savings and investments. Our tax system must be transformed around two basic elements: simplicity and neutrality. We need to focus on adopting a fair or flat tax policy that positively impacts job creation and promotes innovation without penalizing personal savings and investments. Consideration must also be given to eliminating the double taxation around dividends and capital gains.

On Environment: Re-open New Santa Fe Trail through US Air Force Academy

The US Air Force Academy and El Paso County have reached an agreement on an easement renewal for the New Santa Fe Trail, raising hopes that the 7-mile section of the trail through the academy could reopen next year. El Paso County Commissioner Darryl Glenn, an Air Force Academy graduate who represents the district that includes the academy, said "it's not realistic to think we could get [the trail] open in 2015 with putting together a plan, getting it vetted and approved, because there are less than 3 months left in the year." He said he received an email from the academy's superintendent that the academy was "committed to working with us to get the trail open."

The county's 26-year-old easement for the popular would have expired later this year, and the easement renewal means that the county and academy can develop a plan that will get the trail reopened. Glenn made his comments at a community meeting about the trail attended by more than 80 people that included trail users and trail advocates.

On Homeland Security: Strengthen our nation's security & international defense.

Glenn, a retired Air Force officer, has been elected twice to the Colorado Springs City Council and twice to the El Paso Board of County Commissioners. An attorney, he also has private practice.

He bills himself as a "Christian constitutional conservative" and said he will support policy that enables everyone to "pursue their American dream by ensuring economic freedom, restoring the traditional balance of power among federal branches of government, mandating that government live within it's means, strengthening our nation's security and providing for international defense.

On Principles & Values: Calls himself a Christian constitutional conservative

"I worry about the polarizing national debate over the core principles that govern our country," Glenn said. "Parents and grandparents are rightly concerned about mounting economic burdens facing their children and grandchildren. Hard-working individuals and families struggle with budgets that barely get them from one paycheck to the next. Many people are dismayed as they watch their hard-earned money get wasted on government excess."

Glenn, a Republican since high school, is a member of New Life Church in Colorado Springs. He calls himself a Christian constitutional conservative and will support policy that enables everyone to pursue their American dream by ensuring economic freedom, restoring the traditional balance of power among federal branches of government, mandating that government live within its means, strengthening our nation's security and providing for international defense.
