On Education: Fight for public schools with $1 billion Excellence Fund

Campbell, 69, was a state senator from 1976 to 2002 and has served on the Public Service Commission regulating utilities, phone and trucking companies since 2003. He said his record for helping people is unassailable, as he has demonstrated by fighting against predatory payday loan companies and fighting for women and public school education.

He sponsored a bill that waives utility connection fees if a domestic violence victim relocates away from her abuser. He helped establish a $1 billion Educational Excellence Fund to help fund public schools from part of the proceeds from the huge, multi-year settlement of litigation against big tobacco companies.

On Gun Control: Generally opposes additional gun control measures

Caroline Fayard and Foster Campbell are fighting over which vision of the Democratic Party is best for Louisiana. Campbell, a north Louisiana state senator for a quarter-century, has the backing of the state's top Democrat, Gov. John Bel Edwards. But Fayard has been boosted by the support of high-profile New Orleans Democrats like Mayor Mitch Landrieu and consultant James Carville.

In a sense, this is a proxy battle between Gov. Edwards and the Landrieus. Edwards' endorsement of Campbell represents the continuing trend of north Louisiana Democratic populism stemming back to Huey P. Long, while the Landrieus are pushing the more progressive values of the party.

Fayard and Campbell align on major Democratic issues like preserving the Affordable Care Act--with a few tweaks--and raising the minimum wage. They also depart from the party in the same places: They both describe themselves as anti-abortion, and they both generally oppose additional gun control measures.

Public Service Commissioner Foster Campbell, a Democrat from Elm Grove, said the Trans-Pacific Partnership was skewed to the advantage of big business and had attracted opposition from all political sides.

"If Elizabeth Warren, Bernie Sanders, and Donald Trump are against it," he said, "we'd better take a good look at this deal because all sides are against it."

On Energy & Oil: Charge 6.25% oil refining tax and wipe out income tax

Campbell believes he possesses the knowledge and courage to unlock billions of untapped dollars: ridding the state of its income tax, saving Louisiana's residents $3.2 billion, according to his estimates. To eliminate the income tax, the state would need to charge oil companies a 6.25% tax to refine their product in the state. The tax on domestic oil, meanwhile, would drop from 12.5% to 6.25%.

Currently, foreign oil refined in Louisiana is not taxed by the state, Campbell said. If a tax were enacted, it would generate $5 billion or more, making it possible to wipe out the income tax and improve the state's education, highway and medical systems. "We have squandered our natural resources," Campbell said. "The politicians have been too cozy with the oil companies." Simply taxing international oil corporations isn't enough, however. Campbell also plans to ask them to pay the state for damages they have caused to its coast--approximately $20 billion, he said.
