Matt Bevin: Must rely on cutting spending to improve financial outlook

Taking immediate action to stabilize Kentucky's future is no longer an option--it is a necessity.

There is no magic wand or money tree in Frankfort to fix Kentucky's financial woes and improve the Commonwealth's credit rating. This budget must rely on either tax increases or spending cuts to get Kentucky's fiscal house in order. Because Kentuckians cannot afford any tax increases, this budget proposal cuts spending and allocates Kentucky's scarce taxpayer dollars more prudently than in years past.

Bill Walker: Strengthen budget savings plan

I introduced the Alaska Permanent Fund Protection Act. If we don't make significant changes in how we fund government, we will drain the constitutional budget reserve within two years and the permanent fund earnings reserve in another two years. The Permanent Fund Protection Act makes the permanent fund stronger by directing additional revenues to it. It puts government on an allowance; and it makes the permanent fund permanent. Q

Bill Walker: Natural resource royalties to be paid out in dividends

My plan makes half of the state's share of our natural resource royalties go toward dividends. The first year, dividend checks will be funded at a flat thousand dollars for each qualified resident. Since the program began, the average dividend check has been about $1,150. Going forward, dividends would be tied to resource royalties. There will be no cap on the dividend. When new oil flows through TAPS, oil prices rise, or the gasline project is built, dividends will go up.

Jerry Brown: Investment in infrastructure makes long term economic sense

A long-term obligation is our deteriorating infrastructure. From state office buildings here in Sacramento to levees and facilities in our parks, universities, prisons & state hospitals--serious deficiencies abound. In this year's budget, I am proposing that we use $2 billion of our temporary surplus on one-time investments to repair and replace aging structures. Neglecting what we have built over many years and letting it further deteriorate makes no sense and will just pile up costs in the long run.

Nathan Deal: Mandated spending is shrinking discretionary budget

Our mandatory entitlement spending continues to grow through no fault of our own. Although we have seen our revenue grow, we have also seen mandated expenditures grow in the areas of health care and education, taking up ever larger segments of our overall annual budgets. In fact, the discretionary portion of the budget, which is now roughly 17 percent, continues to shrink. Rising health care costs continue to be a major factor.
