On Drugs: No legalization now; let's see what happens in other states

Q: Would you eliminate penalties for possession of small amounts of marijuana by adults? Will you support creating a reasonable system for regulating and taxing marijuana production and sales in Vermont?

Bruce Lisman did not respond to MPP's survey asking about marijuana legalization. "I say, 'No, not now,' Lisman said on VT Public Radio. "It's not clear to me that we understand well enough what's happening in the other states that have legalized it or the process by which they've gone through."

On Abortion: Supports abortion rights and funding for Planned Parenthood

Vermont Republican gubernatorial candidate Bruce Lisman has announced he'll support Ohio Gov. John Kasich for president. "I'm supporting Governor John Kasich because he is a competent manager who has helped to revitalize his state's economy, while bringing both Democrats and Republicans together," Lisman said in a statement.

The Vermont Democratic Party jumped on the news with a statement that pointed out Kasich had signed a bill to block Ohio state funds from going to Planned Parenthood. That means Lisman and Kasich may differ on at least one issue: The Barre-Montpelier Times Argus reported in October that Lisman supports abortion rights and funding for Planned Parenthood.

On Tax Reform: Reset our finances and no new taxes

Republican Bruce Lisman presented what he calls a multiyear approach to recast state government. "I'd manage the damn budget. Set spending at 2-3 percent per year to reset our finances and no new taxes. And find 2 percent efficiencies with a brilliant, motivated management team. Recharge our government by bringing real managers into it, those people we find not because we know them but because they're talented," Lisman said.

Lt. Gov. Phil Scott called for a collaborative approach to improving affordability for families. "I will neither propose nor will I sign a budget that exceeds these very reasonable limits. Working families need a break," said Scott, R-Vermont. "What we're really doing is creating an environment that is helpful to them and a state government that is by their side and not on their back."

Both Republicans have said the state's health exchange has hurt the business climate in the state.
