On Energy & Oil: No carbon taxes, but reduce carbon emissions

Q: If you believe our state is affected by unusual weather patterns, what actions would you support to mitigate these effects?

Chris Vance: There are legitimate reasons to be concerned about climate change. Ocean acidification, for instance, is dramatically affecting Washington's shellfish industry today. We need a balanced energy policy that grows our economy while addressing the issue of climate change. Carbon taxes and cap and trade are not the answer. Raising taxes on energy will hurt our economy, and will not significantly reduce the amount of carbon emitted in America. And raising taxes on Americans will certainly do nothing to reduce carbon emissions in China and the rest of the developing world. We need a technology driven innovation agenda to reduce carbon emissions. The federal government needs to invest heavily in the research and development of new technologies, and work with the private sector and other countries to phase in the required use of new, cleaner technologies.

On Free Trade: Promoting trade creates economic growth and recovery

Q: How will you work to balance trade with other countries and economic recovery at home?

Chris Vance: I think promoting trade with other countries will create economic growth and recovery. I am a strong supporter of free trade agreements. Trade is good for the world, good for America, and especially good for Washington State where 40% of our jobs are based on international trade.

On Immigration: 20,000 more border patrol officers, plus path to legality

Q: Do you support reforming the US immigration system?

Chris Vance: Strongly support. Comprehensive Immigration Reform needs to include the following: Better border security. We won't have a meaningful immigration system if we can't regulate who is entering the country. We should hire 20,000 more border patrol officers, and add more fencing and security systems on the border. A path to legality for those already here. Once we have secured the border, Illegal Immigrants who have been here for many years who not broken any laws while here should be offered a path to legal status that includes paying a fine and undergoing a background check. A guest worker program. We need a well regulated system to allow people to enter temporarily, work, and then return home.

On Tax Reform: Reform our tax code to create jobs

Q: What will be your top three priorities if elected?

Chris Vance: My priorities will be to cut our national debt and reform our tax code to create jobs and grow our economy, keep America safe in a dangerous world, and inject some common sense back into the way Washington, DC works. I strongly support a Simpson-Bowles based solution to our budget crisis. Bringing down our debt will help create more good jobs.

On Abortion: Keep existing Washington state law on abortion rights

GOP candidate Chris Vance has staked out moderate positions on immigration, supporting the so-called Gang of Eight Senate compromise that was killed by conservatives in the House. It would have improved border security while giving undocumented immigrants a path to citizenship. He has also pledged not to vote for federal laws that would overturn Washington state law on abortion rights, marriage equality and legal marijuana.

Vance said he knows Democrats will paint him with a partisan brush and said his job as state GOP chair necessarily included promoting Bush. But he vowed to show voters he's a different kind of Republican. He said he'll roll out a series of papers showing voters his positions on taxes, trade, immigration and other issues.
