On Budget & Economy: 5% to 10% reduction in the state government workforce

Streamline and Modernize Government to Save Tax Dollars & Do More with Less
• Reform civil service and achieve a 5% to 10% reduction in the state government workforce, which at 65,000 employees is far too large and expensive.
• Use savings to implement state-of-the-art technologies that vastly improve the efficiency of state government (i.e. the DMV) and make life easier for citizens and businesses.
• Slash regulations that kill jobs and hurt New Jersey's economic competitiveness.

• Bi-Partisan Communications to Strengthen New Jersey
• Organize and host monthly work meetings with the leadership of both the State Senate and Assembly, as well as with the entire New Jersey congressional delegation.
• New Jersey gets just 60- cents back in federal investment for every tax dollar we send to Washington, D.C.--the worst in the nation. This new level of cooperation is aimed at fixing that imbalance and stop New Jersey from getting cheated.

On Corporations: 10-year phase out of the corporate business tax

Comprehensive Tax Reform to Spark Economic Growth & Create Jobs
• Never tax gain on sale of a primary residence or second home.
• Never increase property taxes when homeowner has made a home improvement.
• Abolish the death tax and transfer inheritance tax.
• Increase retirement income exclusion to make the state more affordable for seniors.
• Do not tax the gain on the sale of a family-owned business.
• Effectuate a new tax agreement to ease the burden on NJ residents that work in NYC.
• Allow for carry forward of capital losses to help business grow and create jobs.
• Close various corporate loopholes and enact a 10-year phase out (10% per year) of the corporate business tax to make New Jersey more economically competitive.
• Restructure marginal tax rates on taxable income over $750,000 and $1,000,000 as part of comprehensive tax reform that greatly benefits the middle class and all New Jerseyans.

On Education: Limit aid to overfunded school districts

School Funding Reform to Solve the Property Tax Crisis
• Reduce excess aid for the most extremely overfunded school districts like Hoboken by 20% per year over 5 years, with savings re-directed to the underfunded school districts in middle-class towns across the state.
• Redefine 'Local Fair Share' so no community funds less than 25% of their school operating budget or construction costs through the local property tax levy, phased in over 5 years or 20% per year.
• Reduce state school aid to districts like Asbury Park whose cost-per-student exceeds 150% of 'adequacy' or whose operating budget exceeds 200% of adequacy.
• Prevent communities like Jersey City and others from abating school taxes on new development with 75% of negotiated payments-in-lieu-of-taxes (i.e. PILOTS) dedicated to the local school district
• Reform the current state-funded Pre-K system so it's not limited to a handful of districts like Newark, with a co-pay required for families with significant means.

On Health Care: Discontinue ObamaCare Cadillac health insurance plans

Public Employee Benefits Reform to Restore Fiscal Responsibility
• Discontinue 'Cadillac' health insurance plans, as defined by ObamaCare.
• All public workers with less than 10 years in system must switch over to cash balance pension plan, and all newly hired public workers must enroll in defined contribution pension plan similar to a 401k.

On Social Security: Limit retirement pensions for public retirees

Public Employee Benefits Reform to Restore Fiscal Responsibility
• No post-retirement healthcare benefit for current and future public worker retirees if pension plus Social Security exceeds $50,000 per year.
• All public workers with less than 10 years in system must switch over to cash balance pension plan.
• All newly hired teachers will have pension and Social Security paid by the local school district, not the state.
