Matt Bevin: Increase taxes to fund Kentucky Retirement Systems

Bevin also promised to cut the state's inventory and estate tax, but said he expects other taxes to increase in order to ensure the state can pay its growing pension obligations, which Bevin called a crisis. "That's not a pension system," Bevin said of the Kentucky Retirement Systems. "That's a checking account and it's about to go bankrupt."

Bevin said lawmakers must examine every aspect of the tax code and that there will be "sacred cows" that are turned into hamburger.

Larry Hogan: Eliminate all taxes on retirement income

Let's work together to provide relief for Maryland's retirees. We are losing many of our best and brightest citizens to other states simply because they can't afford to stay in Maryland. Once our national economy is fully recovered and we dig out of the state's debt situation, I want to reach the point where we are able to eliminate all taxes on retirement income, just as other states have done.

But, let's get started moving toward that goal right now by passing the Hometown Heroes Act to eliminate income taxes on the pensions of those who have put their lives on the line for us: our retired military, police, fire, and first responders.

And let's work together to protect the integrity of our state pension system, which has an estimated $20 billion unfunded liability by passing the State Retirement Choice Act for the 21st Century Workforce, which contains common sense reforms to pay down our unfunded pension liability and to create a sustainable retirement system for the future.

Gina Raimondo: Get most state retirees a cost of living increase

In recent years, we restructured the pension system. We cut $100 million in our health care costs, without cutting eligibility or reducing benefits. Because of that hard work, we are in a position to give back to our working people.

For the first time in five years, most state retirees will get a cost of living increase. We've also expanded the earned income tax credit each of the last two years. We reduced the income tax seniors pay on their social security income.

Dan Malloy: 78% of our state pension fund is making up for past mistakes

Our pension systems for Connecticut's state workers, educators, and retirees were created 80 years ago, but not a single dime was deposited into the account during the first 30 years of its existence. It was a pay-as-you-go system. Over many decades, legacy costs, insufficient contributions, lower-than-assumed returns, and early retirement packages left us with a significant unfunded liability in the state's employee & teacher retirement systems. The stark reality is that, after 80 years, the state has set aside only 1/3 of the money necessary to responsibly fund its obligations.

Let me put it in context. Of the $1.65 billion that we will pay next year into the state retirement systems, 78% of that--or nearly $1.3 billion--is what we're paying to make-up for what past administrations and past legislatures failed to do. Simply put, our generation is paying for Connecticut's past mistakes. Is it frustrating to do that? Of course. Is it necessary? Absolutely. It's also the right thing to do.
