On Civil Rights: Race should be a consideration, not only one

In California, affirmative action is banned among the state's public universities but recent efforts by state legislators have called for the ban to be lifted. "I support affirmative action, but we have to make it clear it's not about quotas. A lot of people misinterpret affirmative action as quotas. I want to make sure we expect that you can take race as a consideration--certainly not the only consideration and it shouldn't be the sole consideration," he said.

On Drugs: Making marijuana business legitimate

Chiang formed the Cannabis Banking Working Group to explore options for banking and regulating an industry that could produce more than $6 billion in sales by 2020. Chiang said the lack of banking options have made paying taxes, paying vendors and employees, and granting benefits, such as health insurance, more difficult. Businesses have dealt in cash, an invitation for violent crimes. Chiang said business owners shouldn't have to decide between their safety and profit.

On Education: Need to rebuild educational system

He said the state needs to "rebuild" its educational system, saying different aspects of the system had gotten too walled-off in their own silos. Chiang specifically said he wanted to look at expanding early education options and means of paying for continuing education for those who had graduated from high school, as well as looking at what gains are being achieved under Gov. Jerry Brown's Local Control Funding Formula overhaul of educational funding.

On Energy & Oil: Coal is the fuel of the past

The Teachers' Retirement Board yesterday announced the decision to divest the fund of all non-U.S. thermal coal holdings. "Coal is the fuel of America's past. At a time when clean-energy jobs far outpace those of the dying coal industry, why should we continue to invest in a product that pollutes the air, sickens our children and contributes to global warming," said Chiang, who is also a Teachers' Retirement Board member.
