On Abortion: A fetus is a human being with rights

This past Sanctity of Life Sunday compels us to acknowledge our responsibility to those among us who cannot protect themselves. Whether young, in the womb, aging, handicapped or healthy, all people have the "inalienable rights endowed by our Creator." Our constitution acknowledges, and establishes a government to protect those God-given rights.

Abortion is a tough, personal issue that has been mishandled by political leaders of all persuasions. However, principled policy can be accompanied by authentic care and sensitivity.

While the politics swirl in debate, accusations, anger and frustration, the fact remains that the developing baby is a human being. The Bill of Rights, assuring us all due process, applies to that child. He or she has a right to life, liberty, and the pursuit of happiness like anyone of us, no matter how conceived.

On Abortion: Mother and fetus are two distinct people, even before birth

The recent videos of Planned Parenthood cause nearly everyone to cringe. The words and images make the hardest among us repulsed. It's very easy to understand emotionally. Yet, the science supports our anger as rational and not just emotional.

In 1973, the US Supreme Court ruled that a woman's right to privacy outweighs the science of embryology. Court cases--such as the Laci Peterson murder trial--find the defefandant guilty of a double homicide for killing both the mother & her unborn child. The inconsistency here is obvious.

The mother's immune system sees the baby's blood as a foreign intruder. It makes complete sense. While mother and baby have lots of similarities, they are, in fact, distinct beings. Half the DNA comes from the father making the baby distinct and different from the mother.

On Crime: Increase penalties for assaults on police officers

Republican lawmakers met at Legislative Plaza to announce a package of proposed bills aimed at keeping law enforcement officers safe. The bills would increase the penalties for offenders convicted of assaults on officers. "The men and women of law enforcement have come under attack in this country and it's time we, the lawmakers, take their back," said Sen. Mark Green.

Green said the timing of the announcement was intentional. "Just last week over a 72-hour period across the U.S., seven police officers were shot and one of them was killed," he said. The proposed bills elevate charges of assault on a law enforcement officer from a misdemeanor to a felony. They also classify killing or attempting to kill an officer because of their employment as a hate crime.

All of this is a product of the Tennessee Blue Lives Matter coalition. The bills' sponsors want to be clear about the name. "This is not intended to minimize other efforts. Those efforts are important," Green said.

On Education: One-time deal for college dropouts: money for second half

One of Senator Green's biggest projects is a bill called 'Come Back to Your Future'. With this legislation, any person who has dropped out of college at the halfway point will receive money to pay for half of the cost to finish their schooling, according to Green. "If you go halfway, we'll meet you halfway," he said. He hopes to pass the bill next year.

Surplus funds from the Hope Lottery Scholarship will be used toward this program. "It's a one-time program, because we don't want to incentivize people to drop out of school, but by doing this we can help the Governor in his Drive to 55." Drive to 55 is Governor's Haslam's initiative to increase the number of college-educated Tennesseans to 55 percent.

On Energy & Oil: Registration fee surcharge for electric vehicles

Many vehicles drive the roads of Tennessee without paying any tax. The 2,000 electric cars in Tennessee use zero fuel and pay zero gas tax. Adding a registration fee surcharge for electric vehicles that would essentially equate to the gas tax for the average miles driven is one simple solution to bring these drivers into the cost-sharing of our roads.

A tax increase in fuel will impact every Tennessean. Yet, businesses have the ability to pass the increased cost on to consumers with average Tennesseans stuck carrying the heaviest burden. We must level the tax-paying field by assigning fees to electric cars currently driving tax-free. Then, we'll see good roads without the negative impact on the rest of Tennessee's economy.

In the end, it may be innovative solutions that replace the gas tax completely for assessments by numbers of miles-driven. But, no solution should be taken that increases the costs to Tennesseans until all others are exhausted.

On Foreign Policy: Block Syrian refugees from coming to Tennessee

As it became clear one of the Paris terror attackers traveled to France as a Syrian refugee, I rushed to social media, made calls, and even wrote letters to oppose Syrian refugees coming to Tennessee. In the wake of this protective stance made by many, I received a Facebook post from an old friend who was a missionary in the organization my wife and I served years ago. It was a rebuke for my stand to keep the refugees out of Tennessee. I returned to my Bible to answer the question: "How should a Christian resolve the dilemma of giving Christ-like charity while protecting our citizens from attack?"

With the dual responsibility detailed in Romans 13, God expects the government to punish individuals who choose to commit wrong and to honor those who live decently. Ample opportunity exists to do good while still protecting our population from those who clearly intend to manipulate this situation to their strategic advantage.

On Health Care: Expanding Medicaid is naive; ObamaCare is crumbling

Since 2010, seven rural hospitals have closed in Tennessee. Nationally, some 283 are considered vulnerable for future closure, with two of those located in Tennessee. With increased distances to emergency rooms, longer driving times can mean the difference between life and death. In many rural communities, jobs are also at stake, all of which beg the question: How do we save our rural hospitals?

Expanding Medicaid is naive and ignores the problems both with health care in a rural setting and the very reasons the Affordable Care Act, or ObamaCare, the law under which such an expansion would occur, is crumbling around us.

Since the passage of the ACA, 31 states have chosen to dump thousands of able-bodied, working-age adults without children onto Medicaid rolls that are already failing to meet the needs of the most vulnerable. States like Tennessee said "no" to this failing scheme and are ready to embrace a new frontier in the way we manage healthcare.

On Homeland Security: Care for returning vets' unseen scars of war

Currently Mark serves as a member of the Executive Board of the Middle Tennessee Boy Scouts of America, as well as a Board Member of Soldiers and Families Embraced and Reboot for Recovery, two not-for-profit organizations focused on caring for soldiers and their families as they return with the unseen scars of war.

Dr. Green's military career began as an infantry officer. From 1987-1990 he served as a rifle platoon leader, scout platoon leader and battalion personnel officer in the 194th Separate Armor Brigade, and from 1990-1992, as a supply officer and an airborne rifle company commander in the famed 82nd Airborne Division.

His military awards include the Bronze Star, The Air Medal, The Air Medal with "V" device for valor under heavy enemy fire, and numerous other medals for service. He also was awarded the Combat Medical Badge, the US Army Ranger Tab, and The Expert Infantryman's Badge, among many others.

On War & Peace: Wrote book about capture of Saddam Hussein

Mark came to Tennessee as an army special operation flight surgeon assigned to the 160th Special Ops Aviation Regiment. There he planned and flew on some of the war on terror's most covert operations. His most memorable mission was the capture of Saddam Hussein. Dr. Green interviewed Saddam for six hours on the night of his capture and wrote a book detailing the interview and his service with our military's "Jedi Nights," as he calls them.
