Gubernatorial campaign websites: on Tax Reform

Mike Parson: Wants legislative approval on big ticket tax expenditures

Mike is committed to fighting for smaller government and protecting Missouri taxpayers from wasteful spending. He sponsored a bill that would prevent future abuses like Governor Nixon's purchase of a $5.6 million plane without legislative approval. He was also the lead sponsor of the effort to prevent Governor Nixon from using bonds to finance new stadium construction without legislative approval.

Jeff Johnson: Growth comes from lower spending and increased take-home pay

Government's appetite for overspending in Minnesota goes hand in hand with the desire to push government programs and regulations into every corner of our lives. Taxes and spending issues are not only economic, they are moral. Empowering Minnesotans starts with us deciding how our hard-earned money is spent--not government. Reducing spending levels and increasing take-home pay will result in a badly needed explosion of economic activity, growth, and opportunity.

Fred Hubbell: Equitable tax system, instead of one based on who you know

We need an approach to taxes that puts people first. Our current tax system is too complicated and artificially inflates tax rates for individuals and businesses through excessive and ineffective tax credit programs. Iowa has so many tax credits, deductions and exemptions that it creates winners and losers depending on who has the best lobbyist or the most creative accountant. It's patently unfair. In 2017, the state of Iowa awarded $208.8 million in tax credits.

Jared Fisher: Cement our reputation as pro-business, tax-friendly state

Nevada Needs to Remain a Tax-Friendly State: With tax incentives for businesses, such as the tax breaks given to Tesla's gigafactory outside Reno ($1.25 billion for 20 years), Nevada has already cemented a reputation as a tax-friendly state. We need to use this to our advantage and make attracting businesses like Tesla a top priority. High-profile, high-tech companies spur job growth because they draw other related businesses and businesses that will support the needs of new employees.

We Need to Foster an Environment that Encourages Entrepreneurship: While these big-name companies are clear wins, our state also needs to foster an environment that encourages entrepreneurs to launch smaller businesses as well. This will require a streamlined process and the removal of the red tape that impedes start-up performance and discourages entrepreneurship.

Patricia Morgan: Rhode Islanders relocate to avoid the confiscatory death tax

Rhode Islanders face the third highest estate tax burden in the United States, and many successful Rhode Islanders relocate elsewhere to avoid this confiscatory death tax, thus depriving the state of income and sales taxes and other economic benefits. In an effort to mitigate this situation, Patricia has annually sponsored legislation since 2011 that would raise the estate tax exemption in parallel to federal law for both small businesses and individuals.

Andrew White: Unfair tax burden at state level on homeowners

When it comes to property taxes, the system is rigged AGAINST homeowners. The "Equal and Uniform" loophole costs Texans $5 billion per year. Buy a house, and the county values it around what you paid. Buy an office building, and a judge can value it at half the price. Commercial property owners use it every day, but homeowners get no discount. This puts an unfair burden on homeowners. When you lose $5 billion a year in property taxes, you can't pay for things.

Deedra Abboud: A millionaire's tax for those at the top

Today affordable housing, quality education, basic health care, and solid employment have become harder for everyone but those at the top. Why? Because whenever productivity improves and the economy grows, the benefits go primarily to those at the top. For most people wages, wealth, and income have remained flat.

A millionaire's tax that follows the ancient principle of fairness that "from those to whom much has been given, much will be asked."

J.B. Pritzker: Illinois needs progressive income tax

It's time for Illinois to modernize our tax code--and to do that, we must fairly raise revenue. Right now, Illinois has one of the most regressive tax structures in the nation. Low, middle, and working-class families pay more of their income in taxes than millionaires and billionaires and that's unacceptable. A progressive tax system built around our modern economy will give us the tools we need to provide our children a top-notch education and expand job training programs across the state.

George Brauchler: Supports Taxpayer Bill of Rights

As governor, I will stand up to those whose knee-jerk reaction to every challenge is to legislate behavior, regulate business and increase taxes and fees on our hard-working families. I will do so by protecting the Taxpayer Bill of Rights, rejecting unnecessary regulations that destroy jobs, and protect Colorado from the heavy hand of Washington mandates.

Cary Kennedy: Tax rebates for seniors & disabled

Cary helped double Denver's property tax rebate for seniors and the disabled to help keep housing affordable. Cary published the first-ever taxpayer accountability report for the State and the city and created the first-ever online receipt for taxpayers.

Setti Warren: Eliminate tax breaks; wealthy pay their fair share

Confronting economic inequality is the challenge of our time, and Setti Warren is prepared to lead the way. Despite years of strong economic growth, our state budget is a mess. Fixing it starts with telling the truth: we must raise revenue by eliminating tax breaks for special interests and asking those who make more than a million dollars a year ($20,000 a week!) to pay their fair share.

In 2015, Setti launched DataStat Newton. This program tracks everything from the recycling rate and number of potholes filled to auto-pedestrian accidents and changes in the city's commercial tax base. With DataStat, Setti and his team have been able to make smart, data driven decisions and track outcomes.

Casey Cagle: Businesses and families flourish when tax burden is low

Businesses and families flourish when government provides only what our citizens truly need, keeping our tax burden low. Georgia ranks as one of the lowest taxing states in the country, but we must continue to fight to keep taxes low.

In recent years, the State Senate, under Casey Cagle's leadership, has passed groundbreaking legislation to lower our overall tax burden, eliminate the marriage penalty, and scrap the death tax. At the local level, numerous steps have been taken to require local governments to fairly assess property so that homeowners are not treated unfairly.

However, there is more work to be done. Lt. Governor Cagle has pledged to continue the fight for fairer, simpler taxes, and will fight for broad reform of Georgia's tax laws in the future.

David Hadley: Oppose sales and income tax hikes in Proposition 30

The recipient of an "A" grade by the Howard Jarvis Taxpayers Association for his outstanding legislative record, David Hadley will fight any attempt to gut the 1978 Prop. 13 property tax savings law because it not only helps homeowners, but also those who pay rent.

A fiscal conservative, David Hadley has voted against raising our taxes and he opposed the sales and income tax hikes contained in Proposition 30. He's against the crony capitalists who receive subsidies, tax credits and carbon offsets at the expense of hard-working families.

And, it's no surprise David Hadley voted for an earned income tax credit for the working poor, supported a program that helps taxpayers who are overcharged by the Franchise Tax Board and voted against allowing local governments to raise the cap on sales tax hikes.

Gary Richardson: Smaller government, less taxes, and eliminate waste

We find ourselves in an historic budget crisis where our Republican leaders are proposing close to $1 billion in new taxes, mostly on the backs of lower-income Oklahomans. When our Republican leaders fail to follow Republican principles, it's time to find new Republican leaders. I believe that our Republican values can lead Oklahoma into prosperity. That's why I am a Republican! As Governor, I will always stand for smaller government, less taxes, and the elimination of government waste!

Jim Renacci: Our tax code is broken; comprehensive reform needed

Few Americans will dispute that an overhaul of our tax code is long overdue. There have been more than 4,400 changes to the tax code in the last 10 years, or more than one per day. This approach to reform is not efficient or effective, we need a comprehensive overhaul.

As a Certified Public Accountant and former business owner for nearly 30 years, I can attest that our tax code is broken. It is too complex, contains too many loopholes, and serves as a barrier to job growth. I have advocated for a simpler tax code that will encourage our small businesses to hire and expand, while also providing relief to individuals and families who continue to grapple with the complexities of our current system.

Comprehensive tax reform will lead to the creation of thousands of new jobs and a healthy economy. It's time for a fairer, flatter tax code that is more transparent and accountable to the taxpayer.

Stacey Abrams: Ask everyone to do their fair share

Families deserve a government committed to creating vibrant economy, promoting rural recovery and helping small businesses thrive. Democrats understand that citizens expect more of their government than simply taxes and regulation. We want government that works for and with the people. We expect a government that asks everyone to do his or her fair share and to play by the rules. We demand a government that understands its business--to spend our tax dollars wisely.

I support legislation that promotes shared responsibility: legislation that fixes government so it works for everyone, promotes democracy and civil engagement, and protects taxpayer's investments. We must reject attempts to limit success to the privileged few and to restrict personal liberty.

This balance--fostering a broad range of opportunity while fighting government infringement on our freedoms--this balance is the objective of the Georgia House Democratic Caucus.

Steve Marchand: Oppose tax cuts for small number of large companies

After watching Chris Sununu prioritize right-wing positions on privatizing public education, weakening unions, discouraging voter turnout, failing to lead on LGBTQ equality, and pushing tax cuts for a small number of large companies at the expense of everybody else, it's more clear to me than ever that New Hampshire deserves a Governor who can make New Hampshire the best state in America to start a family and start a business.

Tina Liebling: Progressives taxation with a 4th tier for wealthiest

Tina believes that a fair tax system is "progressive," meaning those who earn more pay a larger percentage of their income. Minnesotans who are doing well must pay their fair share of taxes. Then Minnesota can afford to give everyone opportunities to succeed.

Adding a "fourth tier" higher income tax rate for the wealthiest Minnesotans was a good start. The next step should be to examine Minnesota's tax code for outdated, unfair tax breaks that favor the wealthy and don't move our economy forward.

Wink Hartman: Simplify the tax-code and promote pro-growth policies

In recent years, dysfunction in Topeka has dampened that innovative spirit. Political gridlock has provided instability and an uncertain future to the small-businesses and farms that fuel the Kansas Economy. As a businessman--not a politician-- I know what it takes to create jobs and grow companies. If elected, I will work every day to eliminate burdensome regulations, simplify the tax-code and promote pro-growth policies that make Kansas the best place in the country to do business.

Stacey Abrams: Keep graduated income tax instead of 5.4% flat tax

HB 329: Would eliminate Georgia's graduated income tax structure and replace it with a 5.4 percent flat tax, regardless of income. Also proposes a modest Earned Income Tax Credit for working families, equal to 10 percent of the federal tax credit.

MY VOTE: NO. While this plan will close important loopholes that penalize low-income married couples, in its current form, the legislation increases taxes on single low-income taxpayers.

Mary Taylor: Reduce personal income tax; eliminate franchise tax

As a state legislator, Taylor was instrumental in passing Ohio's 2005 tax reform package that reduced personal income taxes by 21 percent. The measure also eliminated the tangible personal property tax, the corporate franchise tax and the inventory tax imposed on businesses. She was a member of the House Finance, Ways and Means, and Education committees and was recognized by the United Conservatives of Ohio as a "Watchdog of the Treasury." The National Federation of Independent Business (NFIB), the nation's largest small-business group, also named Taylor a "Guardian of Small Business" for her outstanding voting record on behalf of Ohio's small-business owners.

Taylor began her career in 1990 with a national accounting firms. She served as director of another firm's tax department and senior manager of the employee benefits practice.

Prasad Srinivasan: We must control taxes and spending

Connecticut needs a stable foundation for economic growth. This means we must control taxes and spending. We must address waste and fraud so that our hard-earned tax dollars are used efficiently to help those who need it. The state needs to partner with nonprofit agencies who can deliver top notch services with significant costs savings. Connecticut has forgotten Ronald Reagan's famous warning that more government doesn't solve problems, more government is the problem.

Scott Wagner: Don't burden retirees with excessive property taxes

Promote the spending of taxpayer's dollars in a fair and reasonable manner. Harrisburg has a spending problem, not a revenue problem.

It is unfair for Pennsylvanians to spend most of their adult life paying off their mortgages only to be burdened by excessive property taxes in retirement.
