Survey of 2018 House campaign websites: on Health Care

Kim Schrier: Stabilize insurance markets; option to buy into Medicare

I will push for accessible, affordable, and excellent healthcare for every American for life. The first step must be to stabilize the health insurance markets and the state health exchanges under the ACA. I will push to let all Americans buy into Medicare on a sliding scale. The competition will incentivize private insurance companies to offer plans as efficient and beneficial to consumers as Medicare.

I will work to bring medication costs down while still respecting the fact that pharmaceutical companies need an incentive to pursue novel drug development. There needs to be a balance.

I will push to invest in preventative care to reduce the epidemic of untreated chronic diseases that lead to expensive medical interventions down the line, costing us all.

Kim Schrier: Vaccinations should be required to attend school

Every child should be vaccinated. Vaccinations are proven to be safe and effective. This is the position I take in my practice, when talking with parents, and when choosing care for my own child. Vaccinations should be required to attend preschool and elementary school. As someone who has treated children suffering from deadly, preventable diseases, I cannot state firmly enough that no child should have to suffer through a disease that could have been prevented by a vaccine.

Ben McAdams: Fix ACA rather than just scrapping it

Ben wants to work with both parties to fix the Affordable Care Act, rather than just scrapping it.

Ben supports allowing parents to keep their kids on their policies until they are 26. He will oppose allowing insurance companies to kick people off for pre-existing conditions or charge women higher premiums. Ben will work to ensure people aren't punished for getting a raise, throwing them off their health care coverage. Ben supports efforts to ensure Medicare can negotiate with drug companies.

All Utah families deserve access to quality, affordable health care. Ben supported the Healthy Utah plan, which would have responsibly expanded Medicaid coverage under the Affordable Care Act to thousands of Utahns without health insurance. After efforts stalled, Ben worked across the aisle to pass a permanent extension of Medicaid to include single adults who are homeless or in the criminal justice system and low-income families with children.

Ben McAdams: Restore funding to the Children's Health Insurance Program

Ben called on Congress to restore funding to the Children's Health Insurance Program, or CHIP, after its funding lapsed in September 2017. This proven, bipartisan program, championed by Utah Senator Orrin Hatch, provides health insurance to the children of working parents. The program covers visits to the doctor, health screenings, vaccinations and vision and dental care. More than 19,000 Utah kids faced health care uncertainty until Congress finally acted to fund CHIP in January.

John Rose: Replace ObamaCare with market-based, patient-centered reform

I support repealing ObamaCare. ObamaCare was passed without bipartisan support, it is damaging businesses across the country, and it is unsustainable. As a small business owner, I experience firsthand the consequences of ObamaCare. In fact, the costs in my business alone are set to increase by more than 40% thanks to ObamaCare. I will vote to repeal ObamaCare and replace it with market-based, patient-centered reforms.

Tim Burchett: Repeal ObamaCare; enact commonsense free-market policies

Health care in this country is a disaster, plain and simple. Congress promised to repeal ObamaCare but can't seem to find the guts to get the job done. It's time for Congress to enact commonsense free-market policies. Let's allow folks to buy health insurance from any provider in any state they want. Let's get rid of the mandates and coverage requirements that drive up prices. Let's encourage individual marketplaces so individuals can purchase insurance on their own.
Source: 2018 TN-2 House campaign website BurchettForCongress.com May 14, 2020

Kendra Horn: Expand Medicaid; lower prescription prices

Kendra believes health care is a right, not a privilege. We should lower the price of prescription drugs, big insurance companies shouldn't be able to impose lifetime caps, and families should be able to keep their children covered under their insurance until they are at least 26. Mental illness and addiction treatment need to be taken just as serious as other health care matters. Oklahoma is missing out on hundreds of millions of our own tax dollars because we refuse to expand Medicaid.

Anthony Gonzalez: Negotiate Rx drug prices; cover pre-existing conditions

The American people have been subsidizing prescription drug costs for the rest of the world for decades. When the same drug can be purchased abroad for ? of the cost, we know we need to change the rules of the game. No American should be forced to pay more for prescription drugs than the citizens of any other country. Allowing Medicare to negotiate prices directly would be a good start, as would requiring more transparency on reimbursement rates. One positive aspect of Obamacare was the requirement that insurance companies can no longer discriminate against people with pre-existing conditions. I agree with that provision, and will work to ensure that it remains in place.

Anthony Gonzalez: Replace ObamaCare with health savings accounts

Obamacare has been a complete disaster. It is always the case that people are most cost conscious when they are spending their own dollars. By allowing families to place pre-tax dollars into health savings accounts, we can put more power in the hands of patients and less in the hands of insurance companies. This will reduce the cost of care for everyone, as consumers will seek value and cost-effectiveness, which will force providers to compete for their business.

Kelly Armstrong: Obamacare is an unmitigated disaster

Obamacare is an unmitigated disaster. The costs of this terrible policy are even worse in rural states. Providers are fleeing our markets and driving up healthcare costs on North Dakota families.

Xochitl Torres Small: Work across party lines to expand rural health care access

Everyone should have access to quality, affordable health care. We need an advocate who understands the unique health care needs of rural communities. I'll work across party lines to expand rural health care access by providing incentives for medical professionals to serve our rural communities.

Jared Golden: Opposed efforts to repeal Affordable Care Act

Source: 2018 ME-2 House campaign website˙JaredGoldenForCongress.com May 8, 2020

Sharice Davids: Everyone should have access to affordable health care

Everyone should have access to quality, affordable health care. I'm dedicated to finding ways to lower the cost of health care and prescription drugs, strengthen and expand the ACA, protect those with pre-existing conditions, and improve quality of care. I voted to rollback junk insurance plans that charge higher premiums for folks with pre-existing conditions, like asthma and diabetes.

Lauren Underwood: All Americans should have access to affordable health care

As a nurse and a health-policy expert, I believe that all Americans should have access to high-quality, affordable health care. 300,000 people in our district have pre-existing conditions and rely on the Affordable Care Act's protections, which could very well be in jeopardy. I consider healthcare access and costs to be my number one priority.

Sean Casten: Make the VA a leader in national health care reform

Make the VA a leader in national health care reform by filling the estimated 30,000 vacancies with qualified doctors and medical staff, employing improved technology, and continuing to reduce wait times at VA health facilities. Update the medical record-keeping system to include modernization of the VA's and Department of Defense's IT healthcare systems as well as integrate the DOD and VA networks in order to ease the transfer of care.

Expand mental health services for veterans and servicemembers to meet the urgent mental health needs of our veterans. The risk of suicide among veterans is, alarmingly, 22 percent higher than the rate among civilians. This crisis calls for an immediate increase in coordination between the Department of Defense and the VA.

Sean Casten: We need a base level of health care coverage

We need to add a taxpayer-funded, means-tested base level of health care coverage--means-tested to make sure that this base coverage is only available to those who don't have health coverage through their employers, unions, V.A. office, Medicare, Medicaid, or personal wealth. We should also ensure that anyone who doesn't qualify for this taxpayer-funded plan has the option to buy into that plan.

We must allow Medicare to negotiate drug prices, as the V.A. and for-profit health providers already do. We need to take a much more aggressive posture against the extension of patents and re-purposing of drugs for new diseases that serves only to extend the profit margin of those drugs long after pharmaceutical companies have recouped their initial investment.

Jason Crow: Lower prescription prices; fight for a pubic option

Health care is a right, not a privilege. The Affordable Care Act needs improvement in certain areas, but has covered tens of millions of previously uninsured Americans. We can begin by stabilizing the individual market and lowering prescription drug prices to increase competition and make them more affordable for consumers. I proudly lead the Freedom from Price Gouging Act, which would prevent drug manufacturers from profiting off unreasonable price hikes to help solve these problems. The Affordable Care Act increased coverage so that 90% of Americans can access health care, but we cannot settle for anything less than full coverage for all Americans. That's why I believe that we must not only protect the hard-won gains of the ACA, but also work towards universal health care. I will fight for a public option that will reduce costs and increase choices for consumers.

Elaine Luria: Strengthen the ACA to ensure affordable health coverage

I've fought against efforts to take health care away from Americans and their families. I will continue to stand up to the pharmaceutical lobby and work to lower prescription drug prices, and require that health insurance providers cover patients with pre-existing conditions. I will continue to work to improve health care access and affordability and strengthen the ACA to ensure all Americans have access to affordable health coverage.

Michael Cloud: Health care must be driven by a market-oriented approach

The federal government has made a wreck of our health insurance system, and Texans are now experiencing skyrocketing premiums with less coverage. ObamaCare must be repealed, and health care must be driven by a market-oriented approach that brings down costs and expands access to quality care. We must also ensure taxpayer dollars are not spent on abortion.

Veronica Escobar: Only way is to have a single payer healthcare system

There should be no doubt that ObamaCare expanded coverage for millions of Americans. We should instead be focused on fixing a broken healthcare system and covering more Americans, especially those in need of mental health-care and those like El Paso residents, whose states refuse to allow them access to coverage. I will fight for health coverage for all. The only way to care for everyone is to have a single payer healthcare system.

John Joyce: Will fight to dismantle ObamaCare completely

You don't have to be a doctor to know that ObamaCare is a failure while it puts politicians and special interests ahead of the needs of the American people. If elected to Congress, I will finish what President Trump has started and fight to dismantle ObamaCare completely. We need a system that relies on the private sector and that doesn't artificially inflate the market with subsidies that only increase prices. We need a replacement system that is built around the patient, putting them first.

Lizzie Pannill Fletcher: Let Medicare negotiate drug prices

Ensuring we stay healthy means knowing that our residents are rightly concerned about access to and affordability of health care. We stay healthy by working with both parties to bring down the cost of health care by introducing common-sense, cost-saving measures like allowing Medicare to negotiate with drug companies to lower prescription drug prices; and to fight any attempt to eliminate protections for people with pre-existing conditions like cancer, diabetes, or asthma.

Lizzie Pannill Fletcher: Strengthen ACA by stabilizing market

The ACA was a strong first step toward making health care accessible, but we have work ahead of us to improve it. Strengthening the ACA begins with stabilizing the market. It is time to devote real and serious attention to addressing the pressing health care needs of Houstonians and all Americans, not recklessly dismantling the system with no alternative plan in place, as the Republicans in Congress have sought to do at every turn.

Max Rose: Create public option, lower Medicare eligibility to 55

Max supports creating a public healthcare option so that no county has just one insurer and lowering the age of Medicare eligibility to 55. The healthy competition this will create will drive down costs while boosting quality. He's focused expanding access to treatment and renewing our focus on prevention.

Max Rose: Get veterans' health care and services from VA

As a member of the Health Subcommittee, he will fight so veterans get the healthcare and services from VA facilities that work. He will use this position to push for comprehensive legislation that reduces the opioid epidemic which is impacting too many of our country's veterans.

Mikie Sherrill: Let Medicare negotiate drug prices, option to buy in

We need to make sure we protect the hard-won gains in our healthcare system. This includes protections for pre-existing conditions and the ten essential health benefits, as well as the ability of our children to stay on their parent's insurance until they turn 26. Let's allow Medicare to leverage its buying power to negotiate lower drug prices. Let's find a fiscally responsible way to allow certain individuals older than 55 the option of buying into Medicare.

Dean Phillips: Provide VA resources for physical & mental health care

The VA must have the resources necessary to meet the increasing needs of veterans and enable it to serve effectively as the medical home of every veteran in its care. A significant percentage of veterans, especially those who served in Iraq and Afghanistan, suffer from major depression, PTSD, or TBI. The VA must have sufficient resources for veteran outreach to identify those who need help and to perform the essential research that enables prompt diagnosis and appropriate treatment.

America built its middle class post-WWII in large part with a generous and effective GI Bill. Those education benefits have eroded in the ensuing years, presenting less opportunity to today's veterans. America owes opportunity to those who have served honorably and must provide sufficient education benefits that enable our returning veterans to reintegrate into civilian life and continue to make contributions to American society.

Dean Phillips: Fix and improve the Affordable Care Act

Dean supports bipartisan proposals to stabilize insurance markets established by the ACA and bring more competition to areas lacking insurance options. Dean supports the expansion of Medicare as a public option for all Americans--while preserving the protections established under the ACA. This way, more would benefit from the lower cost, higher quality care provided by Medicare--and those Americans with employer-provided care that works for them would maintain the freedom to keep it.
Source: 2018 MN-3 House campaign website˙PhillipsForCongress.org Apr 28, 2020

Dean Phillips: Strengthen Medicare by controlling rising healthcare costs

Cutting benefits is not the answer; working to control and reduce healthcare costs is the only way forward. Dean supports redesigning the care delivery model by rewarding prevention and health rather than procedures and hospitalizations. Dean will fight hard to ensure that Medicare can negotiate prescription drug prices with pharmaceutical companies, which would save American taxpayers approximately $240 billion over 10 years.
Source: 2018 MN-3 House campaign website˙PhillipsForCongress.org Apr 28, 2020

Dean Phillips: Support mental health programs for children

Dean understands that our public schools lack the resources necessary to provide adequate numbers of mental health professionals and counselors who can help identify and treat children suffering from mental illness, and he will work to fix that. He also believes we need stronger anti-bullying measures--like Minnesota's Safe and Supportive Schools Act?--?in all public schools.

Angie Craig: Co-sponsored bill to let Medicare negotiate drug prices

My top priority in Congress has been to increase access to and reduce the cost of healthcare for all Americans. I co-sponsored and successfully passed a bill that will allow Medicare and Medicaid to negotiate drug prices with pharmaceutical companies--so Big Pharma cannot continue to profit off the backs of Minnesota families. It would also cap out-of-pocket costs for seniors and invest in research for more effective treatments.

Angie Craig: Establish public option plan, increase competition

I've co-sponsored a bill that would increase competition in the individual marketplace for Minnesota families by establishing a public option health plan to compete with large insurance companies. This would stabilize healthcare costs for our families who have little choice in their region. I've also introduced my own bill that would lower the cost of health insurance in the individual market.

Angie Craig: Veterans deserve access to the best healthcare & treatment

Many veterans face serious health problems related to their service. When our soldiers return home, they deserve access to the best healthcare, treatment and compensation that our nation can provide for their physical and mental health needs. But that isn't what they're getting right now. We need to make sure veterans have health care in their communities. We must be there for our veterans for life. They've been there for us.

Haley Stevens: Fix Obamacare: add public option; let 55-65 buy into system

Healthcare is a right, not a privilege. Every single American deserves access to affordable, high-quality, and accessible healthcare. We need to work together to fix the Affordable Care Act (ACA), not dismantle it. We should implement a public option for the ACA so that the insurance companies that are acting as a near monopoly in some places have competition. I also support allowing people aged 55-65, who face the highest prices under the current system, to buy into Medicare.

TJ Cox: Ensure everyone has access to quality, affordable care

TJ is proud to have helped secure hard-to-get funding for community health clinics across the Central Valley. His efforts have brought health care access to rural communities so that hard-working families can see doctors, dentists, and other medical professionals when they need to -- and in their own communities. In Congress, he will lead the fight to ensure everyone has access to quality, affordable care.

Tom Malinowski: Medicare for All option is pathway to decent healthcare

It is cruel to force families to choose between life saving treatment for their children and avoiding bankruptcy, as we did before passage of the Affordable Care Act.

I believe that every American, no matter their age, should have the freedom to buy into a Medicare plan. If every American had the option to buy into Medicare through their employer or the individual market, the result would be lower costs for consumers, as well as a pathway to decent healthcare coverage for everyone.

Cindy Axne: Protect Medicare Advantage program for Iowa seniors

Axne joined a bipartisan effort to protect the Medicare Advantage program to ensure Iowa seniors have access to comprehensive, affordable health care as they age. "The Medicare Advantage program provides flexibility in care, allowing seniors to receive the tailored services they need," said Rep. Axne. "Protecting this program for our seniors is not only the right thing to do, but saves us money and helps preserve Medicare for future generations."

Chuy Garcia: Supports single-payer system, based on Medicare

I have long advocated for universal health care. We still have 30M people uninsured. That should be unacceptable in the wealthiest country in the world. ˙Our entire health system is fatally warped by profit-taking by hospitals, insurance companies, and pharmaceutical companies. I support a single payer health care system based on Medicare. The total cost of health care would go down, and more than 30M uninsured would get access to healthcare. Individuals and businesses would pay far less.

David Trone: Close Medicaid coverage gap and expand it into all 50 states

Quality healthcare is a basic human right, and the government's job is to ensure that right for all. With the passage of the Affordable Care Act, we've made great strides towards realizing the goal of universal health coverage. We are on the right track toward universal coverage. Uninsured rates are at historic lows, and millions of people have gained coverage because of the law. When it comes to expanding coverage, we˙need to close the Medicaid coverage gap and expand Medicaid in all 50 states.

Deb Haaland: We need Medicare for All, a national public health insurance

It's time to challenge corporate dominance over our health, and a corporate healthcare system that is inefficient, rocky, and wildly expensive. No American should face bankruptcy, death, or poverty because of a lack of healthcare. We need national public health insurance--Medicare for All--a model that has been proven across the world to lower costs, increase efficiency, and ensure the most people have access to care. Health care is a human right.

Kevin Hern: Replace ObamaCare with free-market driven healthcare

Kevin supports repealing Obamacare, favors replacing it with a health care reform that lowers costs and improves services. He believes that health care decisions should be made between patients and their doctors, not by government bureaucrats. Health care policy must be focused on solutions that actually make care more affordable and accessible instead of expanding the size of the federal government. The best quality and choice of care is given through a free-market driven healthcare system.

Lori Trahan: Defend & expand ObamaCare; as a right, not a privilege

In Congress, Lori Trahan will lead the fight to expand health care access for every American and making sure costs are affordable. Healthcare is a right, not a privilege. Defend and expand the Affordable Care Act, which helps cover over 20 million Americans. Defend access to reproductive health care. Bring down out-of-pocket costs and deductibles. Reduce the cost of prescription drugs. Double the funding for community health centers.

Troy Balderson: Repeal and replace ObamaCare, once and for all

Troy Balderson believes we must repeal and replace ObamaCare once and for all. He has consistently voted to keep ObamaCare out of Ohio, opposing Governor John Kasich's efforts to bring it to the state. DC Republicans ran on repealing ObamaCare, and it's time they make true on their word.

Amy Mcgrath: ObamaCare has taken the US a step in the right direction

I believe strongly that basic health care is a fundamental right that should be guaranteed for every American. The Affordable Care Act (ACA) is far from perfect, but it did enable many Kentuckians, especially those with pre-existing conditions, to acquire affordable health insurance for the first time.
