On Free Trade: Supports USMCA trade agreement to replace NAFTA

The USMCA is a new trade pact among the United States, Mexico and Canada, intended as a stronger and modernized replacement for the North American Free Trade Agreement (NAFTA).

Gov. Kim Reynolds (R-IA): "I am excited to hear news of this US-Mexico-Canada agreement. NAFTA has been good for agriculture, but a modernized agreement could provide better gains for Iowa farmers. Strengthening trade with Canada & Mexico provides more certainty to our Iowa farmers and the agribusinesses sector."

On Free Trade: Nobody wins in a trade war

Democratic gubernatorial candidate Fred Hubbell said Reynolds has been "toeing the party line" in the trade dispute.

Reynolds issued a statement after meeting with President Trump during a visit to Iowa, saying the president's visit gave her an opportunity to "voice the concerns and feedback I'm hearing from Iowa farmers." The governor said she implored Trump to allow year-round sales of E-15 ethanol-blended gasoline and resolve the trade issue that is hurting Iowa farmers.

"Our farmers will continue to do what they do best, and that's produce. By opening & expanding new markets and supporting year-round ethanol, Iowa farmers will continue to feed and fuel the world. I will always fight for our farmers and make sure their voices are heard," Reynolds said.

In response to Hubbell's remarks, Reynolds said: "Nobody wins in a trade war, and the administration knows where we stand. I am meeting with farmers regularly and they know I am fighting for them and have been for years.

On Immigration: Secure our border, but no family separations

Gov. Kim Reynolds issued the following statement after President Donald Trump signed an executive order ending family separations at the border:

"What was happening at the southern border was horrific. Children were being separated from their families to be used as pawns. That is not who we are as a nation.

"While the president's action today is progress, the work is not done. Congress cannot use this executive order as an excuse not to act. Our nation's immigration system is still broken, and our border is not secure. It is time for Washington to get the job done."

On Civil Rights: Same-sex marriage issue is now settled law

Reynolds says the issue of same-sex marriage is settled and she isn't obligated to abide by proposals in her state party's platform that favor limiting marriage to one man and one woman, as 1,800 delegates to the Republican Party of Iowa's state convention gather. The convention's proposed platform includes two planks in opposition to same-sex marriage:
  1. "We believe that traditional two parent (one male and one female), marriage-based families are the foundation to a stable, enduring, and healthy civilization. Therefore, public policy must always be pro-family in nature, encouraging marital and family commitment, and support of the parental rights and responsibilities."
  2. "We encourage the repeal of any laws allowing marriage that is not between one natural man and one natural woman."
Reynolds told reporters that the Republican Party's platform is a grassroots document that the state's Republicans work on, but it is not something that every candidate has to abide by.

On Immigration: End DACA, but Congress should act

Reynolds says she agrees with Trump's decision to phase out a program that protects young immigrants from deportation because she believes Congress should address the issue. She said it's Congress' job to pass immigration law. She wouldn't specify what lawmakers should do, though she said immigration reform could include a pathway to citizenship for some immigrants affected by Trump's decision.

On Corporations: Tax breaks bring Apple to Iowa

Iowa approved a deal to give Apple $208 million in tax breaks to build two data storage centers near Des Moines and to create at least 50 jobs. Reynolds defended the use of the state's $19.6 million in tax credits at a time of a state budget shortfall, saying it's a minimal investment for the return Iowa will get. "If we want to grow this economy and provide more revenue, then we should be doing what we can to bring jobs and businesses to the state of Iowa," she said.

On Gun Control: Concealed carry at statehouse okay

Reynolds says she has no reservations about Iowans carrying guns inside the State Capitol, even after the shooting of a US Congressman. Earlier this year the Iowa legislature approved new gun legislation that allows Iowans to legally carry handguns into the Capitol if they have a permit to carry.ÿ That new law takes effect on July 1st.ÿ Reynolds says she doesn't anticipate any problems.

On Budget & Economy: Defended $100 million budget cuts from previous fiscal year

Governor Branstad laid out $100 million in cuts to cope with a big shortfall. Reynolds is defending those cuts, saying they pave the way for a stable future for the state: "It's about $128 million dollars that we've had to deappropriate from fiscal year 2017." Exempt from the cuts are Medicaid, property tax credits and K-12 education, but not the state's colleges and universities. Going forward, Reynolds insists there is money to help students from kindergarten, to college graduation.

On Abortion: Abortion is equivalent to murder, but different penalty

If Kim Reynolds' stance on abortion prevails, and it is criminalized again, what should the penalty be for a physician who performs an abortion or a woman who has one?

"Well, I think it would be equivalent to murder," Reynolds said. "I would want to research that before I would lay specifically out what the penalties would be."

If someone is stabbed to death in front of Pizza Ranch now is the culprit guilty of the same crime as a doctor who performs an abortion?

"No," she said.

On Civil Rights: Voters should decide gay marriage, not the courts

On gay marriage, Reynolds said Iowa voters, not the state's Supreme Court, should make the decision about its legality in the Hawkeye State. How has gay marriage hurt Iowa so far? How have homosexuals who are married hurt this state? What are they doing to Iowa that's troubling to Reynolds?

"I believe that the definition of marriage is between one man and one woman from a religious aspect," Reynolds said. "That is my belief. I have stated that. I always have believed that."

That considered, Reynolds said she would be open to the idea of civil unions for gay couples. "We could take a look at civil unions," Reynolds said. "There are other options maybe that I would be in favor of looking at." She added, "They can do civil unions. I think they can get to some of the same place that they want to look at."
