Rick Saccone: Establish foothold diplomatic presence in North Korea

Kim Jong-un's release of three Americans imprisoned for "proselytizing" and "unruly behavior." Why did North Korea negotiate these releases, and what do they mean for its broader relations with the United States? I'm afraid the Obama Administration is so blind to North Korean culture that it is missing the signals and symbolism coming from this puzzling nation and its regime.

Because we refuse to recognize diplomatic relations with North Korea, America has almost no official contact. Our officials are reduced to guessing what North Korean intentions are based on partial conversations mediated through third parties.

We lack what we had during the former "Agreed Framework" under the Clinton Administration, which gave us a presence inside the country to aid in understanding it. The Obama Administration needs to offer some type of foothold presence inside the country to build foundational relationships.
