Martha McSally in 2020 AZ Senatorial race

On Budget & Economy: COVID: opposes federal aid to states and cities

Q: COVID 19: Support federal financial aid to help states and cities?

Martha McSally: No. "This is not the time for states and cities who have mismanaged their budgets over the course of many decades to see you, as a taxpayer in Arizona, as a cash cow."

Mark Kelly: Yes. "Congress cannot let Arizona cities and towns go bankrupt in their fight against COVID-19--that would only hurt Arizonans and our economy."

On Corporations: Weaken Consumer Financial Protection Bureau

On Crime: Incentivize not to use chokeholds, but against banning them

Q: Restrict police use of force and increase public oversight?

Martha McSally: Mixed. Supported incentives to not use chokeholds, add more bodycams, and improve de-escalation training, but not to ban chokeholds or no-knock warrants, or make it easier to sue for police brutality.

Mark Kelly: Mostly yes. Would reform policing with "action, transparency, and independent oversight," and would address "racial justice issues in our country that threaten Black lives."

On Environment: Led fight to rein in overreaching EPA regulations

Q: Tighten or loosen environmental regulations?

Martha McSally: Loosen. Led an effort in Congress to "rein in overreaching EPA regulations" on water quality, carbon emissions, and ozone.

Mark Kelly: Tighten. Calls loosening of regulations on power plants, drilling, and auto efficiency "an unequivocal disaster" for the planet.

On Government Reform: Voted against showing funding of campaign ads

Martha McSally: No. In 2016 voted against making it easier to see who was funding TV ads. In 2020 called for help from "conservative outside groups."

Martha McSally: No. Voted against requiring Congressional authorization of attacks on Iran. Voted against blocking arms sales to Saudi Arabia.

On Families & Children: Provide funding for home- and community-based services

Q: Your senior care policy?

A: More seniors prefer to receive care in the comfort of their home. Home-based care is also less costly than long-term care facilities. We should provide sufficient funding for home- and community-based services and work to ensure more seniors, including older veterans, can get the support and services for the care they need in their homes.

On Health Care: Fought cuts to Medicare Advantage program

I've been leading on efforts to lower the cost of prescription drugs and have fought against harmful cuts to the successful and popular Medicare Advantage program. I'm a fierce advocate for legislation that will end surprise medical billing and increase access to telehealth services. We can do more to increase the quality and transparency of health care while reducing costs to seniors. I oppose a full government takeover of our health care system, which would end Medicare as we know it and be devastating for seniors.

Lowering prescription drug prices has been one of my top priorities. I authored my own prescription-drug-pricing bill. The legislation will lower costs by allowing Medicare to directly negotiate prices of drugs that are past their original patent expiration but still maintain a monopoly for that drug. The bill curbs the ability of drug companies to prevent cheaper alternatives from entering the market. And it caps the out-of-pocket costs for prescription drugs for seniors.

On Jobs: COVID: Helped craft CARES Act to save jobs, small businesses

Q: Your COVID policy?

A: When the coronavirus hit, I helped craft the CARES Act. This bill provided relief to Arizonans who became unemployed. We saved more than 1 million jobs and 86,000 small businesses through the Paycheck Protection Program. The CARES Act has helped our economy & the job market start to recover. One thing we don't need in the middle of this recovery is a tax increase. I voted to cut taxes on Arizona families by $2,000 and will keep fighting for lower taxes and pro-job policies.

On Social Security: Protect current benefits; strengthen for younger generations

I promise to protect Social Security for seniors at or near retirement and preserve it for the next generations. If politicians in D.C. do nothing, then Social Security will not be solvent right around the time my generation retires, risking unnecessary cuts to hard-earned benefits for follow-on generations. So I am committed to bipartisan initiatives that always protect benefits for those at or near retirement while strengthening and preserving benefits for younger generations.

On Foreign Policy: COVID: Virus came from China; hold China accountable

McSally praised the administration's China travel ban, while placing the blame for the pandemic on China and the nation's response. "This virus came from China, they silenced doctors, they destroyed samples, they blamed it on the U.S. Army, and we need to hold China accountable," she said.

On Principles & Values: It "pisses me off" when Trump attacks John McCain

McSally deflected repeated questions about whether she's proud to support Trump or would have been proud to serve under him during her Air Force career. But she did offer a rare criticism of the president for his repeated comments critical of the late Sen. John McCain, the beloved Arizona Republican who died in 2018. "I publicly and privately, repeatedly talked to President Trump and asked him to stop attacking John McCain," McSally said. "Quite frankly, it pisses me of when he does it."

On Gun Control: I'm your Second Amendment senator

McSally, a consistent supporter of gun rights, hasn't made her record on Second Amendment issues a major theme of her campaign. "I'm your Second Amendment senator," she said. McSally said Kelly supports an agenda that will lead to restrictions on gun rights and that the Supreme Court vacancy is a critical check against stripping away gun rights. "Our freedoms are at stake," she said.

On Health Care: Require covering pre-existing conditions, but no funding

McSally's campaign has pointed to the Protect Act, which McSally co-sponsored, in response as evidence of her fight on behalf of Americans with complicated medical histories. The legislation proposed to ban insurance plans from imposing "any preexisting condition exclusion with respect to . coverage." But analysts have said such a ban would be ineffective without a mechanism to ensure plans that cover preexisting conditions remain affordable.

On Immigration: Citizenship for DREAMers if tied to wall, closing loopholes

McSally said she supports providing a pathway to citizenship to so-called "DREAMers," but suggested she would support a DACA bill only if it was tied to providing funding for a border wall and more border security and closing "loopholes" for asylum-seeking families. McSally said. "We have got to address the root issues as well, which is why we are in this situation in the first place. That is why it's so important for us to continue to secure the border, complete the border wall system."

On Health Care: Supports bipartisan bill to stop surprise billing

The out-of-pocket costs of health care is a top issue. Because of the dispute between the insurance company and a hospital, you end up getting a bill sometimes thousands or tens of thousands of dollars. This legislation, which is bipartisan, actually addresses that and basically forces the insurance companies, the providers to sort it out and stop putting it on the backs of hardworking families and patients.

On Crime: Criminalize harassment in military, keep commander's role

McSally, who was sexually assaulted while serving in the Air Force, will push legislation to focus on criminalizing sexual harassment in the ranks and ensure that each military base has a lawyer who advocates for victims. McSally also said she stands by the commanders' traditional role as the arbiter of prosecutions for sexual assault.
