2019-2021 Town Halls: on Government Reform

Joe Biden: Push plan to make voting machinery & process secure

Q: How will you handle Russia's interfering in the election and compromising the voting system of the United States?

BIDEN: One of the things we have to do is make sure that we investigate exactly what involvement there has been in our election and to protect against it. One of the things we have to do as well is provide the states with the wherewithal to be able to upgrade their [voting] lists, their machinery, and to make sure their encryption is safe for the voting rolls, and makes it more difficult to have cyber intrusions into anything that's being done. That requires money. There is a plan that's been put together in the Senate, by the Democrats, and I would push that plan. But it requires us to help states provide for the wherewithal to change the nature of the machinery. And I think we have to be able to be in a position where you have a paper ballot left after what happens with regard to the actual counting and the voting machine.

Joe Biden: Early voting, same day registration safeguards elections

Q: What steps would you take to ensure voters do not face uncertainty that their vote will be counted?

BIDEN: I would not throw into question the legitimacy of the election. I would make sure we have early voting, same day registration. And you're automatically registered once you become 18 years. And go to iwillvote.com to figure out when you're going to vote, where you're going to vote, what your polling place is, so you're ready, plan now.

Joe Biden: Justice Department is not the president's private lawyer

The Justice Department is not the president's private lawyer. It's the people's lawyer. I will never direct the Justice Department as to who they should or should not indict and under what circumstance they should or should not. That is an independent judgment to be made.

Andrew Yang: Banning Electoral College non-starter; reform system

Candidates who say we should abolish the Electoral College, one, it would require a dozen states to shoot themselves in the foot and say they don't want that kind of power anymore, which is a nonstarter. But, two, it would end up disadvantaging rural areas, because you would just campaign in major media markets, and that's not what the framers of the Constitution intended. We have to work with the system we have and reform it.

[On delays in election tallies]:This was an avoidable error that shot the party in the foot. And it's going to be harder to convince Americans that we can entrust massive systems with government if we can't count votes on the same night in a way that's clear, transparent, and reliable.

Amy Klobuchar: Pass Equality Act by marshalling public support

Q: What would be your strategy for getting support from Congress from members who are not pro-LGBT?

KLOBUCHAR: It is time to pass the Equality Act. Our problem is you can get married in one state and then you can get fired from your job for being gay. That's why the Equality Act is so important. It's passed the House. It is sitting in the graveyard of legislation that is Mitch McConnell's desk. What I would do to get it passed is to bring people together to make the case for it.

Cory Booker: Paid family leave and child tax credit expansion for all

Afghanistan and the Congo have paid family leave. America should have paid family leave. And to see the challenges that parents are having struggling to hold down a job, struggling to find affordable child care, and this is why my support for everything from paid family leave to expanding the child tax credit are really urgent and those plans are going to apply equally to everyone.

Elizabeth Warren: Pass Equality Act in Senate with more Dems or end filibuster

Q: What will you do to ensure that the Senate passes the Equality Act?

WARREN: We can get it through the House because we got a majority in the House. What it's going to take in the Senate, we got to have more Democrats in the Senate. If you want to get something done in the United States Senate that is important and that you've got a vocal minority that's opposed to it, it's time to roll back the filibuster.

Tom Steyer: 12-year Congressional term limits for generational shift

Q: Should the Equality Act apply to sexual orientation but not gender identity, as some in Congress are seeking?

STEYER: What I have done for the last 10 years is to try and organize Americans at the grassroots to push for justice throughout the society. So in this case, I understand that there may be people in the Congress who will push for the wrong thing, and it seems to me the only real way to push back against them is to go to the grassroots and get the people, their constituents, to push. I've also talked about putting in term limits for congresspeople and senators. One of the things that's true in the United States about attitudes towards the LGBTQ community is that there's been a generational shift. And if we, in fact, push through what I've talked about, that people in D.C. find very awkward and unnerving, 12-year term limits for congresspeople and senators, we'd get a wave of new blood into the Congress of the United States.

Marianne Williamson: DC should have representation in Congress

In terms of D.C., of course, you should have representation. I think when the founders said that D.C. should not have representation, they simply did not foresee a time when the kind of population in D.C. would exist as it does now. Absolutely D.C. should have representation.

Marianne Williamson: Must address election security & Russian interference

Contrary to the way this president behaves, I would actually listen to the U.S. intelligence agencies. The U.S. intelligence agencies have an uncommon uniformity on this issue. They're very clear that there has been Russian interference. I will make it clear to the American people, number one, that I agree with our intelligence agencies that this is happening and, number two, that we're on it. In terms of the voting machines, we must have paper ballots. We absolutely must have paper ballots.
