On Crime: Police accountability plus reimagining safe communities

Q: The president said Biden didn't talk about law enforcement. Your response?

BIDEN: I did talk about what we have to do. This is the guy who has a budget calling for cutting a half a billion dollars in local law enforcement. I'm proposing that there be basic laws relating to police conduct, we have to help the police departments with psychologists, sociologists, people who can get involved in making sure they can negotiate things that don't require a policeman with a gun to deal with.

Q: You joined the protest after George Floyd, while you still support law enforcement. Can you do both?

HARRIS: Absolutely. There needs to be accountability and consequence for anyone who breaks the law, including police officers, but also we need to reimagine how we are creating safe communities and understand that the way to create safe communities is to invest in those communities, invest in high rates of homeownership, invest in public education in schools, invest in access to capital.

On Energy & Oil: Deadlines for reducing greenhouse gases & renewable energy

Q: Is the Green New Deal still your ultimate goal?

HARRIS: We need to have a goal that is based on timelines, about saying that we're going to have deadlines on when we're going to achieve greenhouse gas emission reduction, when we're going to have an investment in electric vehicles, and do what we need to do to invest in renewable energies, there's a whole plan about investing in infrastructure around renewable energies-- one million jobs will be created as a result of that.

On Health Care: COVID: track racial disparities; get vaccines to neediest

Q: Would you be prepared to shut this country down again [for the coronavirus pandemic]?

BIDEN: I will be prepared to do whatever it takes to save lives because we cannot get the country moving until we control the virus. That is the fundamental flaw of this administration's thinking to begin with. In order to keep the country running and moving and the economy growing, and people employed, you have to fix the virus, you have to deal with the virus. I would shut it down, I would listen to the scientists.

HARRIS: There are different needs based on different communities and that's why we talk about the need to track actually racial disparities -- disparities based on region, geographic region and do that now. So that when we have a vaccine, those communities that are most in need, will get them. That policy and that approach will be guided by the public health experts, unlike what we have seen now which are the politics guiding a public health crisis.

On Principles & Values: Biden is my model for being a great vice president

HARRIS: Joe Biden is, for me, a model of what makes for a great vice president and the model for me if and when God willing we win this election. What he did as a partner to Barack Obama, what he did in terms of leading on very significant issues in support of Barack Obama is really inspirational for me as a model of how I intend to do the job. We have a commitment to each other so in many ways after he chose me, I chose him too.

On Civil Rights: There is no vaccine for racism--we've got to do the work

As Kamala Harris accepted the Democratic Party's vice presidential nomination she argued that "structural racism" had compounded the coronavirus's consequences for communities of color across America. "This virus has no eyes, and yet it knows exactly how we see each other--and how we treat each other," the California senator said. "And let's be clear--there is no vaccine for racism. We've gotta do the work."
