Joe Biden: Help minorities buy homes, start businesses, amass wealth

BIDEN: We're going to see that 23% of the money that goes into government contracts should go to minority firms. We're going to provide for a $15,000 tax credit for anyone buying the first term homebuyer, designed to allow African Americans and minorities to be able to get into the market to build wealth.
