We can either continue with the head-in-the-sand policies of the current administration, or we can listen to the scientists whose well-studied facts and figures consistently show that global warming is an unambiguously grave threat to humanity and all life on earth. According to our own Defense Department: "Climate change will affect Department of Defense's ability to defend the Nation and poses immediate risk to U.S. national security."

On Energy & Oil: Favors fee on polluters with Americans receiving dividend

We must act quickly to disincentivize businesses from emitting carbon dioxide through the imposition of a fee on carbon polluters. I favor a program along the lines of the proposed Energy Innovation and Carbon Dividend Act, a bipartisan plan that would set a low initial price on carbon emissions of $15 per ton but which would rise by $10 per year, with the proceeds of the fee returned in equal measure to all Americans as a dividend.

On Abortion: Enshrine a woman's right to choose, in case Roe overturned

As President, I will urge Congress to finally pass a law enshrining a woman's right to choose an abortion, for that is a decision that should be between a woman and her doctor, and regardless of whether or not the Supreme Court overturns Roe v. Wade, all women across the country must have access to safe and affordable reproductive health care.

As Director of Defense Policy under President Clinton and as a U.S. Congressman, I experienced first-hand the challenges of conducting a thoughtful, principled foreign policy in the context of a complicated and dangerous world.

I know--deep down in my gut--that America's prosperity at home is inextricably tied to economic development, stability, and peace abroad. As President, I will work to strengthen our alliances, modernize our military, and ensure peace and security for all Americans.

On Free Trade: Stop using tariffs as weapon in disputes with China

The economic pain currently being felt by farmers and others due to the ongoing trade war with China is evidence of the importance of good trade policy to the lives and livelihoods of countless Americans. I believe we must not use tariffs as a weapon in geopolitical disputes that have nothing to do with trade policy. Our national economy relies on a stable global economy that functions under predictable rules of engagement. Businesses make decisions every day that will impact their operations for years to come, so they will only take the kinds of risks that lead to greater success when they know they won't be taken by surprise with sudden tariffs.

It is imperative that we be in a position to compete with China, our only major economic rival, for their business. China is rapidly pursuing economic expansion around the globe, but without the same standards for the environment, labor rights, and intellectual property enforcement that our societal norms and values rightly demand.

On Free Trade: Re-join the Trans-Pacific Partnership

I believe we lost an important opportunity to shape the future of global trade when we withdrew our involvement from the Trans-Pacific Partnership. While that trade agreement was far from perfect, it gave us the chance to set the rules of engagement across a critically important region, home to some of the world's most dynamic, influential, and rapidly changing countries. Our withdrawal also sent a worrying signal to our friends and allies in the region that we are not interested in expanding our engagement with them, and that in the absence of US global leadership, China will inevitably fill the vacuum. As President, I will seek to reaffirm our commitment to the Asia Pacific region by re-joining the Trans-Pacific Partnership while improving the agreement to ensure that it serves our people, not merely our corporations. I will make certain that all future trade agreements and trade policy decisions are made principally for the benefit of the American people.

On Gun Control: Strong proponent of common sense gun laws

I believe in the right to bear arms, but I am also a strong proponent of common sense gun laws, such as closing the "gun show loophole" (which allows people to avoid background checks by buying guns at gun shows and conventions or from other "private sellers"), closing the "gun kit" or "ghost gun" loophole (which allows people to buy portions of guns that are easy to assemble into functioning firearms), and creating a more effective national background check system, including by enabling states to add felons, domestic abusers, and other violent criminals to the background check database.

I also believe we must once again ban assault weapons and high capacity magazines. Having served in the armed forces for over thirty years, I know what weapons of war are, and I know that they do not belong in American communities. The horrifying mass shootings of recent years should be all the proof our lawmakers need to finally take action.

On Health Care: Our health system saved my daughter; let's make it a right

Healthcare is a deeply personal issue for me. My daughter was first diagnosed with brain cancer at the age of 4, but the quality care that the American people provided my family through the military gave her a chance to beat the disease. When Alex's cancer came back last year, more than a decade later, we were fortunate to have the same medical heroes who had saved her once, save her again--including a doctor who came out of retirement to perform the intricate brain surgery. I'm running for President so that one day soon all Americans will be able to feel the same sense of gratitude and good fortune my family feels when we think of my daughter's care and treatment. We must finally make healthcare a right, not a privilege.

On Homeland Security: First 3-star Admiral elected to Congress

Joe Sestak is an experienced, independent leader who rose to the rank of 3-star Admiral. He was the highest ranking military officer ever elected to Congress when he represented Pennsylvania's 7th District from 2007-2010. He commanded an aircraft carrier battle group that conducted combat operations in Afghanistan and Iraq with 30 US and allied ships and more than 15,000 sailors and 100 aircraft.

Joe served as President Clinton's Director for Defense Policy on the National Security Council in the White House, the first Director of the Navy's strategic anti-terrorism unit (Deep Blue) after 9/11, and the Deputy Chief of Naval Operations for Warfare Requirements responsible for the Navy's five year $350 billion warfare requirements.

On Homeland Security: Reduce number of carrier strike groups from 11 to 9

[In 2010] Defense Secretary Robert Gates came under criticism for asking, "Do we really need 11 carrier strike groups for another 30 years when no other country has more than one?" I upset a lot of my old friends in the Navy when I came to Secretary Gates' defense, arguing that we could reasonably reduce the total number of carrier groups to about nine because the new generation of CVN-78 aircraft carriers (like the USS Gerald R. Ford) has 8 times the fighting capability of the last generation.

On Jobs: Supports Lilly Ledbetter Fair Pay Act

I have been particularly focused on supporting women in the workplace and women entrepreneurs. I co-sponsored and voted for both the Paycheck Fairness Act and the Lilly Ledbetter Fair Pay Act. As Vice Chair of the Small Business Committee, I introduced and passed in the House the Small Business Entrepreneurial Development Programs Act, which strengthened the SBA grant program for small business development centers to help the 30% of small businesses which are owned by women. I also co-sponsored legislation ending barriers to healthcare encountered by women veterans by developing a comprehensive plan to better address their needs and also require better training for medical professionals to understand female veterans' unique needs.

On Principles & Values: Walked 422 miles across Pennsylvania, in Senate campaign

In Joe's second Senate race, Joe launched his campaign by walking 422 miles across Pennsylvania, from the border with New Jersey to that with Ohio, stating that "we are in a fight for the soul of America" at the kickoff and throughout the remainder of the election. He held a town hall each day in small towns and cities, and then went to each of the remaining 67 counties. Simultaneously, he published his vision in a policy-based book, "Walking in Your Shoes to Restore the American Dream."

However, the Democratic Senate leadership directed Joe to "stop walking and just fundraise." When Joe demurred, the Democratic leadership sought a primary opponent, funneling over $6 million into false opposition ads that the Washington Post assigned its highest rating of falsity, to win the primary, but losing the general election.

On Technology: Invest $1 trillion in infrastructure expansion over 10 years

I propose a public investment in infrastructure expansion of $1 trillion over 10 years. It has been estimated that failure to spend such funds would cost us 150% of that sum in congestion costs alone due to the results of decaying transportation infrastructure, so it is an investment we can't afford not to make.

I also propose the creation of a national infrastructure bank that would finance a wide range of infrastructure projects by providing public loan guarantees to encourage private capital to make market-based investments in partnership with local, state, regional, and federal entities. This concept is rooted in the recognition that public resources are limited and that securing private-sector partners as investors in our shared national venture--provided there are benchmarks for accountability along the way and fair systems in place to assure public use--will help us make the sweeping upgrades necessary to shore up critical infrastructure across our country.

On War & Peace: Immediately rejoin the Iran nuclear deal

One critical action we must undertake immediately is rejoining the Iran nuclear deal (the Joint Comprehensive Plan of Action, or JCPOA). This hard-won agreement, signed by all of the world's major powers, had disarmed the nuclear threat of Iran--until we abandoned it. Breaking America's word on the deal while Iran kept theirs is unforgivable. The recent ratcheting up of tensions with Iran is a potentially grave mistake. If we decide to launch missile strikes on Iran in an attempt to destroy deeply buried nuclear infrastructure, they might instantaneous rain missiles on Israel and our regional bases, and close the Straits of Hormuz, cutting off 20% of the world's oil supply. Even if we manage to destroy their nuclear infrastructure, they can rebuild it all again. We must heed that old lesson of our misguided invasion of Iraq: militaries might stop a problem, but militaries don't solve a problem. And the problem of Iran's nuclear capability can only be solved through diplomacy.

On Welfare & Poverty: War on Poverty made real improvements; let's do more

It has been more than 55 years since President Lyndon Johnson declared a "War on Poverty" in his 1964 State of the Union address. The official poverty rate in the United States then was 19%. Today, it stands at 12.3%. By some measures, it is closer to 14%. While that does represent a real improvement, it is still a far cry from where we need to be as a nation. Far too many people still lack the resources to provide for their basic needs, including food, water, shelter, electricity, and heating. Far too many children still go hungry, the only square meal they receive coming just five times a week at their public school lunch. This should be unacceptable to all of us--and as President I will work every day to finally bring an end to poverty in America.
