Survey of 2020 Presidential campaign websites: on Technology

Mike Bloomberg: Invest in growth hubs to generate breakthroughs & jobs

Mike will launch a major R&D initiative to create up to 30 new growth hubs in regions that need good jobs the most. The investment--modeled on the federal programs that brought us the Internet and the biotech industry--will focus on generating scientific breakthroughs in areas such as public health, hydrogen power, green technology and sustainable agriculture.

Mike Bloomberg: Fix 240,000 miles of roads, 16,000 bridges in 4 years

Mike's plan will fix 240,000 miles of roads and 16,000 bridges in four years, and dedicate $850 billion over 10 years to building and upgrading roads, bridges, dams and other infrastructure--helping to create millions of jobs. Mike will also establish a $1 billion annual "pothole" fund to make emergency repairs and will triple annual federal investment in public transit, including $12 billion per year for a new operating assistance program to improve service and attract new users.

Joe Sestak: Invest $1 trillion in infrastructure expansion over 10 years

I propose a public investment in infrastructure expansion of $1 trillion over 10 years. It has been estimated that failure to spend such funds would cost us 150% of that sum in congestion costs alone due to the results of decaying transportation infrastructure, so it is an investment we can't afford not to make.

I also propose the creation of a national infrastructure bank that would finance a wide range of infrastructure projects by providing public loan guarantees to encourage private capital to make market-based investments in partnership with local, state, regional, and federal entities. This concept is rooted in the recognition that public resources are limited and that securing private-sector partners as investors in our shared national venture--provided there are benchmarks for accountability along the way and fair systems in place to assure public use--will help us make the sweeping upgrades necessary to shore up critical infrastructure across our country.

Joe Sestak: Reprioritized defense funding toward cyberspace

Chosen to serve on two bi-partisan national security Select Congressional Committees, Sestak worked on refocusing our security force posture toward China, advocating a new emphasis on cyberspace warfare, and reprioritization of defense funding toward such newly emerging warfare capability areas, with a reformed accountable defense procurement system. Joe also supported energy development legislation for renewables, with environmental safeguards and job creation, to address Climate Change.

Howie Hawkins: Public broadband; public ownership of online platforms

Establish a public broadband service as a not-for-profit public utility in order to provide universal access to a high-speed phone, TV, and internet service at lower costs and with net neutrality.

Online platforms like Amazon, Facebook, Google, and Uber tend toward monopoly because people gravitate to the platforms that have the most users and information. These monopolies are abusing data collection and privacy, censoring content, and eliminating competitors through predatory pricing and buyouts. The remedy is a combination of antitrust action to divest tech conglomerates of multiple platforms and the conversion of some platforms to public utilities that serve the public interest.

Howie Hawkins: Public funding of diverse nonprofit, noncommercial media

Freedom and democracy depend on a well-informed population. Our First Amendment freedoms of speech and press have eroded under the growing concentration of ownership of both the traditional mass media and the new social media. These giant media and tech conglomerates are replacing hard news with gossipy infotainment, corporate indoctrination, and state propaganda. If I run, I will campaign for reforms to create a vital, democratic, and diverse media system, able to present a wide range of news, issues, and ideas in their full complexity, free from censorship by government or big business. Reforms should include a decentralized, democratic system of public funding of a diverse nonprofit, noncommercial media, including decommercialized, fully funded, and community-controlled public radio and television stations.

The Internet must be regulated as a public good and a basic right, open and accessible to all with net neutrality and personal privacy and data protected.

John Delaney: National AI Strategy focused on security

On Artificial Intelligence: We need a National AI Strategy focused on employment, security, and ethics. The U.S. must create a whole of government strategy that will provide the tools and skills necessary for the country to win the international AI race. For that to occur, the U.S. must:

Pete Buttigieg: As mayor: major investment in data and technology industries

Pete is in his 8th and final year as Mayor of South Bend. Pete was first elected mayor in 2011 at only 29 years old and re-elected in 2015 with 80% of the vote.

Under his leadership, South Bend has reimagined its role in the global economy, spurring job growth & major investment in advanced industries such as data and technology. At the same time, Pete emphasized building a South Bend community where every resident--regardless of race, religion, gender, or orientation--could feel safe and included.

Seth Moulton: Invest in autonomous, hypersonic, and cyber weapons

When it comes to national security, our solution has too often been only "more:" more ships, more troops, more spending. But instead of always fighting with more, we have to fight smarter. No more building outdated, costly weapons systems--we need to make sure our troops have the best technology to defeat our adversaries and support our allies. That means dramatically increasing our investment in autonomous, hypersonic, and cyber weapons--and continuing to invest in basic scientific research.

Seth Moulton: Rebuild our economy by rebuilding our infrastructure

We need to equip Americans with the tools they need to thrive in the new economy--not the old. We can rebuild our economy by rebuilding our country. That starts with connecting every house in America to affordable, high-speed internet. And it means not just repairing our roads, bridges, and water pipes but building next-generation transportation, like high-speed rail, because everyone should have access to good jobs in their region and a chance to make it home after work in time for dinner.

Mike Gravel: Break up large tech companies; they threaten democracy

The gargantuan Amazon, which alongside providing cloud services to 17 federal intelligence agencies, promises to flex its monopsonistic power over vendors and workers; it may soon reach a concentration of power rivalling Standard Oil at its height. It is time to return competition to the marketplace that allows innovation and entrepreneurship to thrive. Our democracy depends on it.

The United States should break up large tech companies immediately. These companies pose a dire threat, not just to American democracy, but to international peace and security; Facebook, Google, Amazon, and others pose dangers due to the power they wield over information and content. In 2018, a U.K. Parliament report described Facebook as a "digital gangster." This description is entirely warranted, based on evidence that its business decisions were "directly linked" to ethnic cleansing in Myanmar, the Cambridge Analytica scandal, etc.).

Steve Bullock: First governor to protect net neutrality

He was the first governor in the country to protect net neutrality through Executive Order, refused to send National Guard troops to the border, and he filed a lawsuit against the Trump Administration over dark money.

Andrew Yang: $1 trillion infrastructure investment; it's dangerous

Our infrastructure is a dangerous embarrassment and a symbol of how weak our state has become. We are still living off of the investments of past generations in the 1960s. We need to own the future, which includes building a world-class infrastructure befitting the world's most advanced society in 2020. When our infrastructure works better we'll all work better. This will also help put millions of Americans back to work.
