2020 Governor's State of the State speeches: on Local Issues

Doug Burgum: Working with tribal leadership to improve quality of life

We got a lot accomplished on tribal partnerships in the last three years, and credit goes to the leadership of the tribes with which we share geography. And as we tried to improve the state's quality of life or educational outcomes, we need to do that for all North Dakotans in all areas of the state. And that includes our tribal nations. And working together, we've honored that commitment by listening first and then making real progress.

Doug Burgum: People won't move here if spouse faces licensure barrier

We have to work to break down the barriers to employment. Working with the legislature last year we removed the occupational licensing and certification barriers for military spouses. But we still have too much red tape across 80 licensing organizations. We're losing ground to states like Arizona that last year adopted universal licensing recognition. People won't move here if their spouse can't get a job because of licensure barriers.

J.B. Pritzker: Ended revoking driver's licenses for parking tickets

The bipartisan License to Work Act that I signed two weeks ago ended the practice of revoking driver's licenses for unpaid parking tickets and fines--because often the only way someone has to pay their parking ticket is if they can travel to work. We restored driving privileges to more than 50,000 people.

Kim Reynolds: Reform state professional licensing process

One quarter of Iowa's workforce requires some kind of professional license. We need to adopt universal licensing recognition. Those who go through a rigorous application process in another state, and meet certain conditions in our state, should be able to have that license recognized here. Second, we should waive license fees for low-income individuals. These reforms are long overdue, and this is the year we will begin to fix a broken system.

Kristi Noem: Maintain state as "pheasant capital of the world"

There is another area where we are already a leader--South Dakota is the pheasant capital of the world. Other states are pursuing that title. Pheasant hunting is a statewide tradition. For a century we have been the premier destination for hunters. And I want to make sure that title is ours in the century to come. With neighboring states trying to steal away our hunters, I'm calling on all of us to recognize this threat and join me in doing what it takes to improve and expand our habitat.

Kristi Noem: Occupational licensing laws represent a burden

Occupational licensing laws represent a burden. South Dakota is prepared to be an example of reform for the nation. We will work to decrease wait time for license approval. We will find ways to increase transparency by requiring Advisory Committees to adhere to Open Meeting Laws. We will review the complaint and disciplinary processes for all boards and commissions. And we will identify opportunities to allow reciprocity.

Ron DeSantis: Occupational licensing too often hinders upward mobility

Florida's occupational licensing regime too often hinders upward mobility--often for lower income workers-- because so much of the regime is based not on the legitimate goal of protecting public health and safety but on keeping people out, creating a guild that benefits insiders at the expense of those seeking to enter moderate income professions ranging from barbers to interior design. Our citizens shouldn't need a permission slip from the government in order to earn a living.
