2020 Governor's State of the State speeches: on Technology

Kay Ivey: Every Alabaman should have access to high speed broadband

It is a top priority to continue increasing the availability of high-speed Internet throughout the state, especially in rural Alabama, through the Broadband Accessibility Fund. While state government can't do it alone my budget will continue funding to connect as many people as possible during the coming years. Currently, some 220,000 Alabamians do not have any wired Internet providers where they live. Our efforts will not end until every Alabamian has access through high speed broadband.

Doug Burgum: Technology has ensured abundant food and energy

When I was in high school, I was told two things. We were going to run out of food and we were going to run out of energy. Those were two things that got talked about every day, all the time. Running out of energy, running out of food. Mass starvation on the planet, we won't be able to feed everybody. It turned out that was not true. It turned out it was actually the opposite because we've got an abundance of food, abundance of energy, and the reason we do is because of the application of technology.

Doug Burgum: State-sponsored cyber terrorists are at war with us

If you think about the world at war, the world is at war and we're at war and who's on the front lines? The state, cities, counties are on the front line because every single day there are state-sponsored cyber terrorists that attack our state. These are thousands and thousands of attacks a day. The legislature stepped up, $15 million to enhance the state's cyber networks and defenses against this.

Gretchen Whitmer: Will act on infrastructure if legislature won't

Michigan roads are among the most beat up and dangerous in the country. We can't ask businesses to invest in Michigan if we refuse to invest in ourselves. I will ask the State Transportation Commission to issue state road bonds, so we can start fixing the roads now.

My Rebuilding Michigan plan is financed without an increase at the gas pump, and it will do three things: save time, money, and lives. Since it doesn't require the legislature to act, we can get started right away. That's important.

Tate Reeves: Invest in critical infrastructure, including internet access

We must continue to invest in critical infrastructure. Mississippi's roads and bridges need our attention. From ports to potholes, we must continue to be intentional about improving our infrastructure. And we cannot forget the next great generational infrastructure issue: internet access. We must continue to find innovative ways to allow all of Mississippi to connect. No one should be left behind.

John Carney: New investments on roads, transit, high-speed internet

With your help, we've invested $10 million in a new Transportation Infrastructure Fund. Delawareans expect to be able to get to and from work quickly and safely. That's why we're investing $4.5 billion over the next six years to modernize our roads, bridges, and public transit.

New investments in our technology infrastructure have already brought high-speed internet to the areas around Laurel, Seaford and Bridgeville--where service was spotty or nonexistent.

Charlie Baker: $18 billion transportation bond bill, the largest ever

We filed an $18 billion transportation bond bill last year, the largest ever. $11 billion would be invested in road and bridge improvements, with another $7 billion for additional expansion and modernization of transit, commuter rail and bus services. Our 2021 budget proposal will include an increase of $135 million in operating funds for the T. This will ensure the T has the resources it needs to implement the recommendations of its Safety Review Panel and continue service improvements.

Janet Mills: Proposes $15 million to expand broadband

High-speed internet is no longer a luxury, it is a necessity. Increasing access to high speed internet will allow our businesses to expand and allow all people to connect with schools, health care providers and markets around the country and around the world. This session, I propose that the Legislature fund $15 million to expand broadband for Maine people and businesses. We can no longer afford to wait.

Mike Parson: Lack of access to high speed broadband is unacceptable

We currently have about ten school districts and many rural communities that lack access to high speed broadband. and that is unacceptable. Most recently, Missouri secured $255 million for the expansion of broadband to connect our state. it is important we at the state provide funding to cover the gaps in delivering broadband. That is why my budget calls for an additional $5 million in broadband funding to close the gap.

Andy Beshear: We must focus on completing important infrastructure

On infrastructure, we must focus on completing important projects for families across our commonwealth. It means I'm committed to speeding up the Mountain Parkway project in Eastern Kentucky and building the I-69 bridge to open up western Kentucky. It also means ensuring that every area of Kentucky has clean drinking water. Because our families deserve it and new business demands it. And it means coming together to chart our future to ensure every area of the state has high-speed internet.

Gina Raimondo: Fixed roads and bridges; now let's do public transportation

In the last four years, we've fixed more than 100 roads and bridges, and right now, we're fixing another 100. Now, just imagine what Rhode Island would look like if we improved our trains, buses, and public transit the same way we've tackled fixing our roads and bridges. Imagine a day when high speed commuter rail connects Providence to Boston; when electric buses powered by solar panels zip through dedicated bus lanes. That's within our grasp right now.

Kim Reynolds: Broadband is not a luxury; it's critical infrastructure

After unanimous support from this legislature, last year the Empower Rural Iowa Act provided $5 million that is now helping to fund 17 broadband projects in rural Iowa. Broadband is not a luxury; it's critical infrastructure. I'm requesting that we appropriate an additional $15 million and adjust our state match so we can continue to leverage private and federal funding to build out broadband to every part of Iowa, making us the most connected state in the nation.

Kristi Noem: We have a chance to lead the nation in cybersecurity

One important and emerging sector is cybersecurity. In May 2019, the Economic Development Administration awarded a $1.46 million-dollar grant to Dakota State University to help establish a high-speed research network. We have a chance to lead the nation in cybersecurity. We must remember to train not only this workforce, but also to attract or create new companies here in South Dakota. Let's keep our graduates, at home, with great jobs and a way of life they love.

Phil Murphy: Transit system must know where it's going

I look forward to our continued partnership to fix NJ TRANSIT. At the end of the day, we still must answer to the commuter whose train was cancelled, or whose bus is over capacity. And, I won't be happy until we bat 1.000. If a transit system doesn't know where it's going, it's never going to get there. That's what our strategic and capital plans will change.

Doug Ducey: Connect rural Arizona to high-speed internet

We need to connect all parts of our growing state. Rural areas still lack high-speed Internet. Let's triple our investment in Rural Broadband Grants, and also invest $50 million in Smart Highway Corridors to install broadband along our rural interstates. This will make our highways safer and smarter than ever before and pave the way to get all of rural Arizona logged on.

Phil Scott: We must continue to expand access to broadband

We know that broadband is crucial to parts of the state that are currently under-served or, in some cases, not connected at all. I'm sure most realize this isn't the cure-all to our economic challenges, but as we seek to attract more people to live and work in Vermont, we must continue to expand access. This session, I'll put forward a package of reforms, and my budget will include investments, to do just that.

Andrew Cuomo: Maximize mass transportation & add capacity

We have to minimize vehicles and maximize public transportation, mass transportation. You can't do one without the other. You can't say to people, "Don't take your vehicle," unless you have a mass transit system that they believe they can get on that's efficient, effective and safe. You can't have one without the other. You have to do both. So today we're announcing a plan to add mass transit capacity and further New York City economic development.

Ralph Northam: Need to change the way transit & roads are funded

Transit systems, bridges, and roads enable Virginia to compete in a fast-changing global economy. It's no secret that the current way we fund transportation is simply not sustainable. It's good that people are burning less gas driving cleaner and more efficient cars. But that means revenues are dropping, while transportation costs are rising. We need to reform transportation funding this session and start to make new investments in transit to help commuters and low-income people get to work.

Ralph Northam: We need to invest $35 million per year in broadband

We also need to invest in broadband. Because the changing economy is about much more than moving people and goods--it's also about moving information. Broadband has become an economic necessity for business, for education, for healthcare, and for everyday life. So I've sent you a budget that invests $35 million each year to get more communities connected. I ask you to pass it.

Brad Little: Improve highway system; invest in broadband

One thing I consistently hear about is our transportation system. In a growing state, we must move people and products as safely and efficiently as possible. I am recommending that we direct close to $100 million to maintain and improve the state's highway system. I am also pursuing another strategic investment--improvements in Idaho's broadband infrastructure. For both urban and rural Idaho to attract business and enhance our citizens' quality of life, Idaho must be connected.
