On Crime: Round up offenders and offer jail or treatment

Hughes believes anonymity breeds lawlessness. Hughes' proposed sweeps would be daily. Offenders would be taken to an off-site processing area, and, they'd either be booked into jail beds, sent to mental health or addiction treatment, or bused back to Rio Grande having had their bad habits interrupted. Some might be sent to other states on outstanding warrants. The key is these individuals would become known to the system.

On Health Care: Against ObamaCare and expanding Medicaid in Utah

Even as some states expanded Medicaid, Utah didn't. Utah has seen Medicaid costs threaten the state's budget stability. Over the past 15 years, Utah's Medicaid costs have jumped nearly 77 percent and account for 23 percent of the state's general fund. By 2020, this growth is projected to hit 30 percent of the general fund without expansion. That's not what Utahns want. Utah embraces policies that take care of those unable to take care of themselves, while providing a hand up for everyone else.

On Immigration: Slow illegal immigration by verifying status of offenders

A House committee approved an enforcement-only illegal immigration bill. The bill requires police to verify the legal status of people detained for class A misdemeanor and felony offenses if the officer has "reasonable suspicion" they are in the country illegally. It bases "reasonable suspicion" on the absence of a Utah driver's license or other valid forms of government-issue identification. Rep. Greg Hughes [a co-sponsor], said, "I think (doing) nothing is a very poor way forward."
