2020 Vice Presidential prospects: on Foreign Policy

Karen Bass: Position on Castro evolved from "Jefe" to "brutal"

The Democrat faced questions about several visits to Cuba in the 1970s and a statement she released after Castro's 2016 death saying that "the passing of the Comandante en Jefe is a great loss to the people of Cuba." Bass told Fox host Chris Wallace that her perspective "developed over time" and that she now understood that the Castro government "was a brutal regime." Bass said that she spoke with colleagues from Florida and that she "would not do that again, for sure."

Bass signaled an openness to strengthening diplomatic ties between the United States and Cuba, in line with the policies of former President Barack Obama. "It is just very important, the way the Obama administration had opened up relations with Cuba," she said. "The best way to bring about change on the island is for us to have closer relations with the country that is 90 miles away . I don't consider myself a Castro sympathizer."

Bernie Sanders: Signed letter opposing Israeli annexation of territories

Alexandria Ocasio-Cortez and Pramilla Jayapal sent a Dear Colleague letter to Secretary of State Pompeo, expressing concern that annexation would "lay the groundwork for Israel becoming an apartheid state" and calling for the non-recognition of annexed land and withholding of some of the $3.8 billion in military funding. Her compelling letter was signed by a dozen other Congresspeople, including influential figures such as Rep. Ayanna Pressley and Sen. Bernie Sanders.

The AOC-Jayapal letter on annexation made headlines and sent the Israel lobby into a tizzy, frantically trying to stop any other lawmakers from signing on. But just a few days later, on July 2, another unexpected action came. Sen. Chris Van Hollen, supported by Senators Sanders, Warren, Leahy, and others, filed an amendment to the National Defense Authorization Act to prohibit US military aid from being used in any annexation activities.

Susan Rice: Worked to bring allies together to address challenges

Q: What is the Obama foreign policy legacy?

RICE: I think we effectively leveraged our alliances and partnerships to address key concerns. Whether it was working to negotiate the Paris Climate Agreement, or the Iran nuclear agreement, or the Trans-Pacific Partnership, or the coalition to fight ISIS, or to fight the Ebola epidemic. We effectively brought allies and partners together to address those complex challenges and did so even as we had to confront many of them simultaneously.

Kirsten Gillibrand: Israel went in wrong direction barring Congressional visit

Q: What about foreign aid to Israel and others in the Middle East?

GILLIBRAND: Congress has a duty to make decisions about whether we give aid, how we protect allies such as Israel with qualitative military edge. I don't know why Netanyahu would want to deny members of Congress to come to Israel if they expect us to be that never-ending partner and friend.

Q: They talk about the BDS movement ("Boycott, Divestment, Sanctions" directed against Israel)..

GILLIBRAND: In this country, we don't deny people the right to participate in conversations about their views and their values. Unfortunately, Netanyahu has allowed a law that says if you support the BDS movement they can prevent you. Any time you are undermining basic free speech rights and human rights you're going in the wrong direction.
