Doug Ose in 2021 CA Governor's race
On Education:
More emphasis on standardized tests to ensure proficiency
As part of his gubernatorial campaign, Ose is focused on homelessness, crime and schools.
He would put more emphasis on standardized tests to ensure students are proficient in reading, writing and math.

On Education:
College shouldn't be free; it undermines its intrinsic value
[On tuition reimbursement] "I don't believe college should be free. I think if you give something away, it undermines its intrinsic value," Ose told the Guardian. "If every young person who is a freshman in
high school knew that they could get into any college for free, they receive the message that they don't have to work very hard to get into college."
"What I'm more concerned about is getting away from a merit-based admissions policy into something that is a more 'politically correct' substitute," he said. "I don't think that's what the UC system was designed to do. The UC system, in my mind,
was to provide a place where our best and our brightest, regardless of ethnic or racial background, just simply our best and our brightest could go to get add-on skills that would drive the economy for the next generation."

On Budget & Economy:
COVID: Open schools and businesses; get people back to work
Ose, 65, represented a Sacramento-area House district for three terms from 1999 to 2005. "We need our schools open,
we need our businesses open, we need to know where you can get a shot and people to go back to work," Ose [said].

On Crime:
Build new prisons, oppose reducing of some felonies
He wants to build new prisons and would look to roll back a law that shifted the state's overcrowding burden down to the county level.
And he would target voter-approved measures that reduced certain crimes from felonies to misdemeanors and gave parole consideration to certain felons.

COVID: Newsom sided with unions to close public schools
[On coronavirus]: "Do as I say, not as I do. That's how Gavin Newsom operates. Newsom sided with the unions to close your kids' public schools while his children were in their classrooms.
Newsom dined in California's fanciest restaurant while telling you and me to stay sheltered at home and supported lockdowns that destroyed mom and pop businesses," Ose said in a campaign ad.

On Government Reform:
Government engaged in significant overreach of authority
Ose said he believes the government "is engaged in a significant overreach of its authority," including the recent guidance from the US Centers for Disease Control and Prevention that people should wear masks indoors in hot spot areas, even when they
are vaccinated. He suggested that Americans should have the option to move their children to a different school or simply choose to shop at a different store if they don't agree with mask requirements in place in those locations.

On Government Reform:
California did studies instead of building dams & reservoirs
Ose seemed to hit his stride when addressing water infrastructure and the drought. He told attendees that the California State government has "refused to do what voters wanted them to do" since the passing of Proposition 1 in 2014.
He said this proposition set aside $2.7 billion for new facilities to store and convey water. Instead of dams raised or reservoirs built, Ose said that the state has done nothing but "study the projects to death."

On Health Care:
COVID: Instead of mandates, give people options
Gov. Newsom announced that state employees and health care workers would be required to get vaccinated or be subject to regular COVID testing. Few issues united the Republicans on stage like their disdain for public health mandates. "I happen to have
great faith in the ability of people to make decisions of their own," said Ose, who spoke with the technical knowledge of a longtime lawmaker and, at times, a table-pounding indignation. "Instead of giving people mandates, we need to give them options."

On Immigration:
Set standards for DACA kids, some should be deported
[On DREAMers]: "One of those things had to do with creating an adjudicatory process, some sort of an administrative hearing process based on what Congress does, that allows these young people who are here under the DACA program to have their cases
resolved," Ose said. "Some of those kids, frankly, have engaged in stuff that we don't want. We need to figure out who they are, and take them to the border, and show them the door. Other kids, we need to set standards, which Congress needs to set."

On Jobs:
Repeal law that employers provide benefits to more workers
[On Assembly Bill 5]: "I think we need to get our schools open, I think we need to get our businesses open, I think we need to tackle homelessness and drug addiction and mental illness that is so prevalent there.
I think we need to repeal AB 5," he added, referring to the 2019 law known as Assembly Bill 5 that directs employers to provide benefits to more workers.

On Jobs:
Opposed higher minimum wage; base income on productivity
Ose was a community activist and a leader of the Citrus Heights incorporation effort before running for former Rep. Vic Fazio's seat in 1998. Ose, then 43, owned duplex and mini-storage buildings. He opposed a higher minimum wage, arguing income should
be based on productivity--and is not a government entitlement. "I'll work to hold government accountable for the money it spends, eliminate wasteful spending and make sure that taxpayers get their money's worth," he said during the campaign.

On War & Peace:
We're not shooting bullets yet, but we are at war with China
The Chinese Communist Party took some punches from candidates after a moderator asked about reports that it's taken intellectual property and is trying to influence
American universities. "We're not shooting bullets yet, but we are at war with China," Ose said.
