2021 Governor's State of the State speeches: on Families & Children

John Bel Edwards: Reasonable accommodations for health of mom and baby

We're introducing legislation to ensure that pregnant or post-partum workers have reasonable accommodations that promote the health of both mom and baby. Louisiana continues to be one of the worst states in the nation for maternal and newborn health outcomes. Last year, we met our goal of reducing maternal mortality related to hemorrhaging and hypertension by 20%. I am confident that working with both healthcare partners and employers we can reduce even more preventable complications.

Gavin Newsom: Increase child care subsidies; add to paid family leave

California's most acute preexisting condition remains income inequality. We stay fixated on closing unacceptable disparities. Rewarding working families by nearly tripling the earned income tax credit and increasing child care subsidies, adding two more weeks of paid family leave, and raising the minimum wage to $14, on its way to $15 an hour. Providing first-ever health care subsidies for middle-class Californians so they can afford coverage.

Chris Sununu: Paid medical leave can be done without an income tax

Paid family medical leave: it can and must be done without an income tax. This pandemic has highlighted how vital a program like this can be. And this budget introduces legislation for a voluntary paid family medical leave plan that expands access, benefiting all State Employees, which will lower premiums for private companies and individuals, if they want to buy into this incredibly important program.

Bill Lee: Extend coverage for new moms, mental health for children

My budget proposal includes $6.5 million dollars to extend postpartum coverage to all women receiving TennCare benefits from 60 days to 12 months to increase access to care for new moms.

And we're also adding $6.5 million in our mental health safety net which will be focused on providing services for school-aged children struggling with mental health issues.

Bill Lee: Pro-life includes improving lives of struggling families

You know that I am strongly pro-life and I will continue to defend this position. Last year I stood before you and presented one of the most aggressive pro-life bills in the country. But being pro-life isn't just about defending the unborn and we must also think about how to use our passion for this issue to improve the lives of struggling families. My administration is preparing a number of new initiatives that will make Tennessee a national leader in foster care and adoption.

Mike Parson: Consolidate several programs into new Office of Childhood

To help strengthen Missouri's early childhood system, we are excited to propose the consolidation of several different programs and divisions across three state agencies into one new office--the Office of Childhood. This new office will not only help streamline the operation of several state programs, but also allow us to place a bigger focus on early childhood development--a critical component to the future success of Missourians for generations to come.

Ralph Northam: Fund doula services for pregnant women

Our budget proposal includes funding for doula services for pregnant women. Doulas provide non-clinical support to pregnant women through their pregnancy and after they give birth, and multiple studies show they improve health outcomes for the mother and the baby. We know it means a better outcome for mothers and babies.

Phil Murphy: Make New Jersey safest place to deliver and raise babies

We haven't lost sight of the maternal and infant health crisis that threatened the lives of our mothers and babies -- especially mothers and babies of color--long before the COVID-19 pandemic. No mother should ever endure the pain of losing her baby and no child should ever feel the deep loss of growing up without a mother. We are determined to make New Jersey the safest place in the nation to deliver and raise a baby.

Phil Murphy: Committed to more robust child-care support system

We cannot afford to miss out on the contributions of half our population. Harnessing the full economic power of all of our people requires providing real affordable options for child care that work for all families. We remain committed to easing the burden of working parents, especially moms, and creating an even more robust child-care support system.
