On Budget & Economy: State budget mismanaged, leading to needless budget gap

Q: The biggest problem facing the state of Alaska is [fill in the blank]?

TOIEN: Is that most unrestricted revenue historically destined for the general fund over a period of 33 years has been diverted into off budget cash pools that accumulate and hold such revenues in the form "off budget assets". As these incomes are no longer going into the general fund, a needless budget gap has resulted.

On Education: Move education from failing public system to private sector

Q: Would you support a constitutional amendment that would allow public funds to be spent on private or religious K-12 education?

TOIEN: "Free education for all children in public schools." This is the 1st sentence of the 10th plank of the Communist manifesto. So yes as a first step toward moving education from the confines of the failing public system to the private sector.

On Government Reform: Stifling red tape discourages entrepreneurism

The people of Alaska are perfectly capable of growing and diversifying our economy, when not obstructed by gov't. Government is the great crippler that breaks your legs, then comes along with a crutch, & says, "see, you couldn't make it without us." We need to get gov't out of the way, by repealing excessive taxes, eliminating excessive licensing fees, along with the draconian restrictions that accompany the licensing process, and the stifling red tape that discourages entrepreneurism.

On Gun Control: Against confiscation of a potential victim's firearms

Q: What would you do to reduce high rates of sexual assault and domestic violence in Alaska?

TOIEN: Education (how to leave safely), economic freedom, and self defense empowerment are key. The only 3 things I can see the governors role in are, allowing the economic environment to improve, ending the drug war, and not allowing the confiscation of a potential victims firearms because a perp called in a "concern." Predators prefer disarmed prey.
