On Crime: Rights of criminals shouldn't come before rights of victims

• The ISSUE: Many of the most serious crimes, particularly murder, have spiked. Retail thefts, carjackings, and home invasions dominate the news and put our families in danger.
• The TRUTH: The primary function of government is public safety. The rights of criminals shouldn't come before those of the victims.
• The PLAN: We need to rethink and work to repeal the recent efforts to decriminalize thefts and reclassify many felonies and violent felonies.

According to Dahle, medicinal and recreational cannabis laws conflict with each other. He proposed setting both aside and having a statewide ballot initiative creating new rules for its regulation, taxation and control.

On Energy & Oil: Forest management not climate change is cause of wildfires

• The ISSUE: Forest fires emit more carbon emissions than all the cars on the road for an entire year. None of those emissions are counted by the state.
• The TRUTH: Climate change is not the primary cause of California's recent super fires.
• The PLAN: Scientists outside of political organizations say that poor forest management is a more significant factor [for climate change] in the onslaught of wildfires. We must manage our forests and end these carbon-producing disasters.

On Energy & Oil: Energy goal: 100% reliable, affordable electricity

• The ISSUE: California consumers pay electricity rates 60 percent higher than the national average.
• The TRUTH: Sticking consumers with ever-higher bills for a power grid that regularly fails them is no way to save the planet.
• The PLAN: We need to pause the regulators' demands to reinvent the power supply based on an arbitrary schedule. How about these utility goals? 100% percent reliable electricity. 100% percent affordable electricity.

On Health Care: Strengthen our rehabilitation and mental health services

• The ISSUE: California makes up 29% of the homeless in the entire country while only being 12% of the nation's total population.
• The TRUTH: Without dealing with mental health issues, drug addiction, and rising housing prices, we will find more people on the street.
• The PLAN: Do an audit to determine what programs are working and which ones are not. Strengthen our rehabilitation and mental health services. Remove the barriers to building affordable housing.

That said, we've had decades of a failed immigration system. I'm an advocate of streamlining the path to citizenship. One thing I would change as soon as possible in California are the disastrous policies that let violent criminals who are also in the country illegally back onto our streets to commit more crimes instead of turning them over to Immigration and Customs Enforcement.

"On the surface, it's awesome, but it turns into another whole bureaucracy of government," said Dahle. "Where we're headed, they're going to keep driving the costs through the roof, and that comes out of the taxpayer-funded general fund."

• The TRUTH: The State of California has a $42 billion surplus because you pay the highest gas taxes and some of the highest personal income taxes, yet our schools rank near the bottom, we have the highest poverty rate, some of the worst roads, and worst business climate. We don't have a funding issue; we have a leadership crisis.
• The PLAN: We need to repeal the gas tax and roll back excessive regulations that have increased the cost of every sector of living, from energy to housing.
