The Paycheck Protection Program is the single largest federal fiscal policy program enacted in recent history. It has also been the single most effective relief program passed by Congress. Enacted nine months ago in the face of sweeping public health lockdowns that stymied economic activity, the program gave small businesses and their employees a fighting chance to survive the coronavirus pandemic.

On Free Trade: Ban Xinjiang trade to fight Communist China on human rights

[On S.65: Uyghur Forced Labor Prevention Act]: The law imposes a near-blanket ban on the import to the US of goods from Xinjiang by requiring suppliers to first prove their products were not made with forced labour.

UN experts have estimated that more than one million people, mainly Muslim Uighurs, have been imprisoned in recent years in a vast system of camps in Xinjiang. The US and many rights groups have called it "genocide".

"It is a horrifying human rights situation, fully sanctioned--as we now know--by the Communist Party of China," Marco Rubio, the lead Republican sponsor of the bill, said. China has rejected allegations of abuse in Xinjiang, accusing countries of launching "slanderous attacks" about conditions for Uighurs. An independent UK-based tribunal ruled last week the Chinese government had committed genocide, crimes against humanity and torture of Uighurs and other minorities. [See S.65 for details of bill]

On Homeland Security: Shouldn't rely on China for our prescription drugs

Q: 80% of the active ingredients in prescription drugs are coming from either China or India. How is it possible that America is so reliant on this?

RUBIO: The result of it now is that there is invariably going to be supply chain issues and disruptions. But, long term, the question is, should we rely, as a nation, on something as important as medicine? Should we rely so heavily on a single foreign country, particularly one who's a near peer adversar?

On Budget & Economy: Supports emergency relief to be spent immediately

Q: Back in 2013, you voted against the relief bill for Superstorm Sandy. You said that it included extraneous items that have nothing to do with emergency relief. Will you make the same stand here?

RUBIO: What I won't support is things that are not emergency relief. What we're going to ask for Florida is what we supported for every other state in the country that's been affected by natural disasters, and that is emergency relief designed to be spent immediately to help the people affected now.

On Energy & Oil: Produce more American oil and not buy Russian oil

This notion that banning Russian oil would raise prices on American consumers is an admission that Vladimir Putin, has leverage over us. Why would we want that leverage to continue? Why would we have someone like him to have the power to raise gas prices on Americans which is basically if he cuts us off, what would happen in the reverse? I think we have enough that we should produce more American oil and buy less Russian oil or none -- actually, none at all.

On Foreign Policy: Prisoner swaps put a price tag on Americans

Q: The U.S. release two Venezuelans in exchange for those seven. You're not happy with this decision.

RUBIO: The two Venezuelans that were released are the nephews of Maduro who happen to be convicted drug dealers. The seven Americans were hostages. That has now put a price tag on Americans. What that has done is now sent a message to tyrants and dictators all over the world to go ahead and trump up some charges and arrest Americans because, when the time comes, we will be able to exchange them.

On Free Trade: Assume something made in China is from slave labor

Q: More than one million mostly Muslim minorities are in detention camps in China. According to the State Department, they're subject to forced sterilization, abortions, rape, torture, forced labor, restrictions on prayer, restrictions on movement. I know you've been working to try to restrict imports made by forced labor inside these camps. But is it really possible to clean up the supply chain, because China is such an economic behemoth here?

Sen. MARCO RUBIO (R-FL): We passed a bill that says, if something is made in a factory in that part of China, we are going to presume it's made by slave labor, and not allow it into the country, unless companies can prove that that's not the case. I think there are many American companies, like Nike and others, that have definitely benefited from the supply chain that's located in that part of the world. We saw the lobbying efforts of Apple, of Nike and others arguing that this would raise the costs for consumers. But, ultimately, it's slave labor.

On Government Reform: Vice President doesn't have power to overturn election

Q: Your views on 2024?

RUBIO: If President Trump runs for reelection, I believe he would defeat Joe Biden, and I don't want Kamala Harris to have the power as vice president to overturn that election. That's the same thing that I concluded back in January of 2021.

Q: So Donald Trump was wrong?

RUBIO: If a vice president has that power, Donald Trump would defeat Joe Biden in two years, and then Kamala Harris can decide to overturn the election. I don't want to wind up there.

Q: What about the Congressional January 6th investigation?

RUBIO: I think that commission is a scam. I think it's a complete partisan scam. And I think anyone who committed a crime on January 6 should be prosecuted and, if convicted, put in jail. I do not believe that we need a congressional committee to harass Americans that weren't even in Washington on January 6, that were not in favor of what happened on that day, have condemned what happened on that day, but they want to smear them anyway.

On War & Peace: There is no U.S. combat role in Ukraine; use sanctions

I want it to be clear. There is no U.S. combat role in Ukraine. There isn't going to be one. I don't know of anyone who supports it, not even the Ukrainians. That said, I think that Vladimir Putin has to pay a high price if he does this, not just for him to pay the price, but for other countries to see the high price of doing that kind of thing and other leaders. His economy should be crippled and hurt badly.

On War & Peace: A no-fly zone in Ukraine means World War III

A no-fly zone has become a catchphrase. I'm not sure a lot of people fully understand what that means. That means flying AWACs 24 hours a day. That means the willingness to shoot down and engagement Russian airplanes in the sky. That means you can't put those planes up there unless you're willing to knock out the anti-aircraft systems that the Russians have deployed, and not just in Ukraine, but in Russia and also in Belarus. So basically a no-fly zone means World War III.
