Our governor and state can promote agribusiness--our state's third largest industry-- through community driven policies that foster a healthy economic environment for these small businesses to thrive. We need agriculture policies that address the cost of doing business, returns on investment, and economies of scale. Achieving food sovereignty and diversifying our economy are both possible--but our hardworking agribusinesses need a helpful state government to fulfill these goals.

On Civil Rights: Enshrine protections for the LGBTQ+ community into law

We must address the epidemic of violence against the trans community across the country, end conversion therapy, lift the ban on transgender service members serving in our armed forces, and stop the bullying of LGBTQ+ youth which impacts their physical and mental health and leads to a disproportionate level of suicide and homelessness among them. Kai supports the Equality Act to enshrine protections for the LGBTQ+ community into our federal nondiscrimination laws.

On Education: We need to address teacher hiring and retention

Our local kids deserve good local schools. Our public education system can do better. The Department of Education (DOE) needs proposals that address teacher hiring and retention, additional resources leveraged through DOE assets, and improved facilities. We need to ensure that our public school teachers feel valued and respected through improving their work environments and developing programs to incentivize retention.

On Government Reform: Automatic back-end voter registration beyond just DMV

Hawai'i has front-end automatic voter registration. This means that when a resident applies for a license at the DMV, they are asked if they would like to be registered to vote. We need back-end voter registration where residents are automatically registered to vote through applicable state agency transactions beyond just the DMV. This means more people will receive mail-in ballots, thereby increasing voter participation.

On Health Care: Bring physicians and services to underserved rural Hawai'i

As a resident of Hawai'i Island, Kai understands the unique healthcare challenges that our rural communities face. In Hawai'i, our rate of adult diabetes and healthcare expenses per capita have doubled in the last 20 years while we concurrently face a physician-shortage that has worsened over the last decade. Kai sees this critical shortage and will actively work to bring physicians and services to Hawai'i in order to provide our community with critical high-quality care.

On Homeland Security: Advocates avoiding military action whenever possible

As a military aviator who has flown over 100 combat sorties in Iraq and Afghanistan, Kai understands the cost of war. He will advocate to avoid military action whenever possible. As a combat veteran, he believes all countries must comply with the Geneva Convention, even in conflict. Kai supports NATO and the reaffirmation to NATO's Article 5 provision and strongly believes that the U.S. should be a leader in the world by bringing together multinational coalitions through the United Nations.

On Social Security: Against raising the minimum age for social security benefits

Social Security is a critical source of income for tens of thousands of Hawai'i residents. These benefits are under attack and Hawai'i needs a representative who will fight against efforts to cut away at Social Security. Kai supports reform in Washington that will lead to the extended solvency, and stability, of the Social Security Trust Fund. Kai is also against raising the minimum age for social security benefits.

On Tax Reform: Increase property tax rates for non-resident owners

The governor should work with the counties to dramatically increase property tax rates for non-resident owners, crack down on illegal vacation rentals, and de-incentivize short-term rentals in our local neighborhoods.

On Welfare & Poverty: Prioritize affordable homes for local families and residents

We must prioritize selling affordable homes to local families and residents. My strategy as governor would include: building targeted workforce housing; developing fee mechanisms through tax-exempt bonds and bond activity caps; and building out housing plans specific to urban Honolulu and the rest of the state. Moreover, state and county trusts must be ready to purchase more land in the event of another housing market crisis.
